INITIAL REQUEST FOR ZONING CHANGE CITY OF BARSTOW
To City of Barstow Planning Department:
The purpose of this letter is to request a zoning change for my property as a multi-use property or mixed-use property.
The address is 203 and 207 West Main Street, Barstow, CA 92311. The property located on 203 West Main Street, used to function as a coin laundry (hereafter referred to as the "Coin Laundry").
The building on Dilingham Drive, 207 West Main Street, Barstow, CA 92311, is a 21-unit motel (hereafter referred to as the "Motel").
The Motel is located adjacent to the Coin Laundry. Most notably, the primary entrance to and from the Motel is directly from Dillingham Drive. Behind this Motel, there is a residential property. I would like to make changes to the Motel and convert it to a residential apartment building.
Thereafter, the property will not be a single-use property. It will have both residential and commercial aspects. I formally request the zoning change from commercial to mixed-use property be granted by the Planning Department.
The reason for the General Plan change is because of utility costs, inability to do tenant screenings, and the intensive management of motels. Tenants in residential properties pay for their own utilities, whereas motel customers do not. I would like to insert separate meters for each unit so that the Landlord's costs are lower, and each tenant pays for their own utility costs. There is less electric and gas use, or waste, in residential properties than motels when tenants are responsible for their usage. Also, apartment building tenants are often thoroughly screened and submit to a background check. Motel owners are not allowed to do background checks on their customers.
More screenings would possibly decrease crime rates and create a safer environment for other residents. By changing the zoning, Main Street will be a safer, cleaner, and more presentable for the city.
We also need more residential properties in Barstow, whereas the sheer number of motels in the city is exceedingly large. Most of these properties have persons who use it for "extended stay" without the proper facilities an apartment building should have. This motel used to have customers who opted for an extended stay. I wish to fulfill their demand but with the proper quality and facilities as required by city regulations.
Moreover, there are many benefits in granting the zoning change for the property. My intention is not to change the structure of the building itself. As with my track-record and reputation in the city of Barstow, I plan to completely renovate the property. Specifically, I plan to remodel the units into studio, one-bedroom and two-bedroom apartments. Each unit will have recess lighting, stand- up shower, an AC and heating unit, water heater, kitchen with tile flooring, and individual gas and electric meters. I intend to re-pipe the entire water, gas and sewer lines of the building and make sure it is up to code. I also intend to replace old electrical panels with up-to-date new electrical panels.

The zoning change will also benefit the public in the city of Barstow. By renovating the propers ow it will serve as an example to other landlords that the city of Barstow residents deserve safer, cleaner, and ultimately better homes to reside in.
