COUNCIL AGENDA ITEM
AGENDA MATTER:

APPROVE AMENDMENT 2 FOR AGREEMENT NO.19-1002193 WITH SAN BERNARDINO COUNTY

TRANSPORTATION AUTHORITY (SBCTA) FOR RIMROCK ROAD'S PAVEMENT

RECONSTRUCTION AND PRESERVATION PROJECT
EXECUTIVE SUMMARY:

Rimrock Road Rehabilitation Project is eligible for funding from Measure I North Desert Subarea Major Local Highway Program (MLHP). On August 19, 2019 the City Council approved Agreement No. 19- 1002193 that established a funding of $749,000 for the project. Staff is requesting to extend the termination date of the Agreement from December 31, 2023 to December 31, 2025 DISCUSSION:

Rimrock Road between Barstow Road and Avenue H is major east-west transportation corridor and requires some pavement reconstruction and preservation to be completed. SBCTA and the City finalized agreements approximately on January 14, 2020 which would allocate $749,000 towards this project.

Amendment No. 1 extended the termination date of the agreement to December 31, 2023. The City is in the process of developing the plans, specifications, and estimates for this project which will require additional time to complete. With the agreement expiring on December 31, 2023, staff has worked with SBCTA to extend the agreement to December 31, 2025. This will allow staff to complete the plans and specification, coordinate with county for their portion of the project, and complete the construction.

FISCAL IMPACT:

Not appoving the agreement would result in losing $749,000 of revenue.

RECOMMENDED ACTION:

Staff recommends that the City Council take the following actions:

1. Approve the Amended Project Funding Agreement 19-1002193 for Rimrock Road Rehabilitation Project.

2. Authorize the City Manager to sign the agreement and any documents needed to accomplish the project.
