AGENDA ITEM
AGENDA MATTER:

APPROVAL OF AMENDMENT (SIDE LETTER) TO THE MEMORANDUM OF UNDERSTANDING (MOU) WITH TEAMSTERS LOCAL 1932 - UNIT 2
EXECUTIVE SUMMARY:

The attached amendment (side letter) to the Memorandum of Understanding (MOU) between the City of Barstow and Teamsters Local 1932, Unit 2, is presented to the City Council for approval. The 2022-2025 MOU previously approved by the City Council did not include a term of compensation that had been agreed to during the collective bargaining process pertaining to public safety dispatchers who possess an intermediate or advanced Peace Officers Standards and Training (POST) certification.

DISCUSSION:

The attached amendment (side letter) to the Memorandum of Understanding (MOU) between the City of Barstow and Teamsters Local 1932, Unit 2, is presented to the City Council for approval as the 2022- 2025 MOU previously approved did not include a term of compensation that had been agreed to during the collective bargaining process. The term of compensation relates to public safety dispatchers who possess either an intermediate or advanced Peace Officers Standards and Training (POST) certification.

Public safety dispatchers possessing an intermediate certification are eligible for an annual stipend of $2,080, while those who possess an advance certificate are eligible for an annual stipend of $3,120.

Due to the omission of this term of compensation in the 2022-2025 MOU, Unit 2 members who hold a public safety dispatcher position and who are eligible for payment of the stipend based on the requirements contained with the amendment to the Unit 2 MOU (side letter) are eligible to receive a retroactive payment back to July 1, 2022, or the date to which the certification was obtained if after July 1, 2022. Public safety dispatchers obtaining certification after the date of the approval of the amendment to the 2022-2025 MOU are eligible for the stipend on the first day of the pay period following submittal of the POST certification to the City’s Human Resources Department.

The City has conferred with Teamsters Local 1932 – Unit 2 representatives and both parties agree that the amendment to the MOU (side letter) that is being presented to the City Council represents the agreed upon term of compensation relating to POST Public Safety Dispatcher certification.

FISCAL IMPACT:

Estimated fiscal impact in FY 24 is 18,720 which includes anticipated retroactive pay for eligible employees back to July 1, 2022. The estimated annual fiscal impact thereafter is $9,360 (based upon the census of current public safety dispatchers eligible for the stipend).

RECOMMENDED ACTION:

Staff recommends that the City Council take the following action:

1. Approve the Amendment to the 2022-2025 Memorandum of Understanding (side letter) between the City of Barstow and Teamsters Local 1932 – Unit 2 pertaining to Peace Officers Standards and Training (POST) Public Safety Dispatcher certification.
