AMENDMENT TO MOU BETWEEN
THE CITY OF BARSTOW
AND
TEAMSTERS LOCAL 1932, UNIT 2
The City of Barstow (“City”) and Teamsters Local 1932 (“Local 1932”), exclusive representative of Unit 2, hereby enter into this Agreement in order to modify the Memorandum of Understanding (MOU) entered into between the City and Local 1932-Unit 2 on July 25, 2022.
The Amendment to the MOU is made necessary so as to include a term of compensation agreed to as part of the bargaining resulting in the 2022-2025 MOU but which was not included in the final draft. This Amendment shall be incorporated into the MOU by this reference.
Upon completion of all course work required in order to qualify for issuance of the Peace Officers Standards and Training (POST) Public Safety Dispatcher intermediate certification and timely submission of the certificate to the Human Resource Manager, the employees shall receive an annual stipend of $2,080. Should an employee qualify for and be issued the POST Public Safety Dispatcher advanced certificate, he/she shall receive an annual stipend of $3,120.
The stipends will be paid as follows: for the intermediate certificate, $80 per pay period; for the advanced certificate, $120 per pay period. Employees are eligible for payment of only one certification at any time; therefore, payment of the stipend is not cumulative. The POST Dispatcher Certification stipend is non-pensionable per the Public Employment Retirement Law (PERL) publication.
Employees who, as of the date of approval of this amendment to the MOU, possess either the intermediate or advanced certificate shall receive the amounts described in the preceding paragraphs retroactively to July 1, 2022, or the date of which they attained such certification if such certification was attained after July 1, 2022. Employees are responsible for submitting proof of certification to the Human Resources Department. Any employees attaining POST Public Safety Dispatcher Certification, either intermediate or advanced, after the date to which this MOU amendment is signed shall be eligible for the stipend beginning the first full day of the pay period following submittal of the POST certification to the City’s Human Resources Department. No retroactive pay will be paid for delay in submitting certification to the Human Resources Department. Employees are encouraged to submit proof of certification as soon as possible after issuance of the certificate to avoid delay in payment of the stipend.
