AWARD OF MEASURE Q YOUTH SPORTS COMMUNITY PROMOTIONAL FUNDS FOR FISCAL YEAR 2023-2024 FOR THE MONTHLY FARMERS
EXECUTIVE SUMMARY:
The Barstow Youth Sport’s Coalition is applying for fee a waiver for the cost of running a monthly Farmer’s Market. Staff is requesting direction from the Council regarding the final amount to be awarded.
DISCUSSION:
The Barstow Youth Sports Coalition has submitted a request for a fee waiver to cover the cost of running a monthly Farmer's Market. However, after reviewing the application, staff has determined that the listed amount of $2,453 is insufficient to cover all event dates. The Farmer's Market is scheduled for 11 dates, starting from February 17, 2024, to December 21, 2024. It is important to note that not all of the event days will require a street closure.
Below is a cost breakdown of the fees for a 11 event days.
Standard TUP Fee for non-profit = $504.00
Inspection Fee = $2,173.00
Encroachment Permit Estimate = $1,149.00 est.
Street Closure, equipment and personnel = $6600.00 est.
Total Estimated Fees - $10,429.00
The Community Promotional Fund Policy states:
The maximum promotional grant amount that shall be awarded to any one agency or individual in any single fiscal year shall be $3,000; the amount will generally be significantly less. The City Council may award a higher amount in rare exceptions based on the total benefit to the community.
Staff is requesting direction from Council regarding the final amount to be awarded.

FISCAL IMPACT:
$51,347 charged to Measure Q Fund Account No. 102.150.542.07.755 of in Kind-Donations and $2,500 in Cash Donations 2023-24 YTD.
RECOMMENDED ACTION:
Approve Community Promotional Fund donation and provide staff a total of fee waivers to be charged to Measure Q account 102.150.542.07.755.
