COUNCIL AGENDA ITEM
AGENDA MATTER:
FY2024/25 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ALLOCATION FOR PROJECTS EXECUTIVE SUMMARY:
The City of Barstow estimated allocation from Community Development Block Grant (CDBG) funds is $257,345. The City Council must review the applications and recommend which project(s) and funding amount will get submitted to CDBG for approval.
DISCUSSION:
The City of Barstow does not meet the population threshold required by the Housing & Urban Development Federal Agency (HUD) to qualify as an “Entitlement City”. This means that the City does not receive funding directly from HUD. Instead, the City of Barstow collaborates with San Bernardino County to acquire funding for construction projects and public services programs that cater to the needs of the community. San Bernardino County’s Community Development & Housing Agency is responsible for overseeing the program and reviewing all applications before submitting them to non-entitlement communities in San Bernardino County. Following a public hearing, the City Council selects the projects that they believe best meet the needs of the community. The Council's recommendations are then submitted to San Bernardino County for inclusion in the 2024-25 Annual Action Plan, which is forwarded to HUD for final approval. Public Services Programs are required to utilize their allocation funds by June 30, 2025. Any remaining funds are deposited into the City's Unprogrammed Fund Balance, but CDBG Unprogrammed Funds cannot be allocated to Public Services Programs.
For the 2024-2025 Program Year, the City of Barstow expects to receive an estimated annual allocation of $257,345. The amount is based on U.S. Census poverty, overcrowded housing counts and population estimates. Under the CDBG policy, fifteen percent (15%) or $38,602 of this amount will be allocated to Public Services Programs. This means that a balance of $218,743 will be reserved for Construction Projects. The City Council is authorized to recommend up to two (2) construction projects and seven (7) Public Services projects, in accordance with CDBG policy.
CDBG has received one (1) application for construction and eight (8) applications for Public Services. A copy of the applications and a summary sheet are included in this staff report for City Council review.
