Dear Mr. Martinez:
The Department of Community Development and Housing (CH) received your request dated 11/16/2023, to award a Construction Contract for Barstow: Mojave River Museum - Roof Reconstruction, CDH Project Number:
BARS-21-1-03Z/ Case Number 0238.
The Mojave River Museum Roof Reconstruction Project, located at 270 E. Virgina Way, Barstow, CA 92311.
Based on our review, your agency received the approval to proceed via email on November 21, 2023 and this is your agency's formal approval your agency is authorized to proceed with the following actions regarding these Award a Construction Services Contract to Red Castle Construction, Inc. to remove the existing roof and install at new Title 24 cool roof type roofing at 270E. Virgina Way, Barstow, CA 92311, in the amount of $143,000. Bids were received on or before September 26, 2023. Bid advertisement date was September 7, 2023. There are only $171,600 of CDBG funds allocated to this project. Any and all costs above and beyond the $171, 600 is the sole responsibility of the City of Barstow Prior to the pre-construction conference, provide this office with a completed "Contractor Information Form", a fully completed bid package copy including all contractor certifications, approved plans and specifications, executed construction contract and bond certificate copies. The Labor Compliance Contract Addendum (LCCA) which includes a copy of the Federal Prevailing Wage Decision (Mod. 3. - CA20230026 dated 2/10/2023) and a copy of the Federal Labor Standards Provisions (HUD 4010) must be attached to the executed construction contract with the approved contractor.
Coordinate the pre-construction conference date, time, and place with CDH. Please notify the Prime Contractor {and have them notify their Sub-Contractor(s)} that labor compliance/payroll staff must attend the pre-construction meeting.
