RESOLUTION NO. XXX-2024
JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW,
BARSTOW FIRE PROTECTION DISTRICT AND SUCCESSOR AGENCY TO THE
FORMER BARSTOW REDEVELOPMENT AGENCY
APPOINTING ANDREW ESPINOZA, JR. AS INTERIM CITY MANAGER AND
PUBLIC SAFETY DIRECTOR/CHIEF OF POLICE, INTERIM DISTRICT
ADMINISTRATOR AND INTERIM SUCCESSOR AGENCY EXECUTIVE DIRECTOR WHEREAS, the City of Barstow desires to appoint Andrew Espinoza, Jr. as Interim City Manager and Public Safety Director/Chief of Police; and WHEREAS, the Barstow Fire Protection District desires to appoint Andrew Espinoza, Jr. as Interim District Administrator; and
WHEREAS, the Successor Agency to the former Barstow Redevelopment Agency desires to appoint Andrew Espinoza, Jr. as Interim Successor Agency Executive Director; and WHEREAS, the City has negotiated a proposed employment agreement between the City, District, and Successor Agency and Andrew Espinoza, Jr. for Mr. Espinoza to serve as Interim City Manager and Public Safety Director/Chief of Police, Interim District Administrator, and Interim Successor Agency Executive Director.
WHEREAS, Andrew Espinoza, Jr. has agreed to serve as Interim City Manager and Public Safety Director/Chief of Police, Interim District Administrator, and Interim Successor Agency Executive Director under the terms of the proposed employment agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BARSTOW, THE BOARD OF DIRECTORS OF THE BARSTOW FIRE PROTECTION
DISTRICT, AND THE BOARD OF DIRECTORS OF THE SUCCESSOR AGENCY TO
THE FORMER BARSTOW REDEVELOPMENT AGENCY SUCCESSOR AGENCY AS FOLLOWS:
SECTION 1. The City Council of the City of Barstow hereby appoints Andrew Espinoza, Jr. as Interim City Manager and Public Safety Director/Chief of Police, under Chapter 2.08 of the Barstow Municipal Code and the terms of the employment agreement approved by this Resolution.

SECTION 2. The Board of Directors of the Barstow Fire Protection District hereby appoints Andrew Espinoza, Jr. as Interim District Administrator, under Chapter 2.08 of the Barstow Municipal Code and the terms of the employment agreement approved by this Resolution.
SECTION 3. The Board of Directors of the Successor Agency to the former Barstow Redevelopment Agency hereby appoints Andrew Espinoza, Jr. as Interim Successor Agency Administrator, under Chapter 2.08 of the Barstow Municipal Code and the terms of the employment agreement approved by this Resolution.
SECTION 4. The City Council, District Board of Directors, and Successor Agency Board of Directors, each hereby ratify the employment agreement between the City, District, and Successor Agency, and Andrew Espinoza, Jr., and authorize the Mayor to execute it on behalf of the City, the District Board Chair to execute it on behalf of the District, and the Successor Agency Board Chair to execute it on behalf of the Successor Agency.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and shall cause the same to be processed in the manner required by law.
PASSED, APPROVED, AND ADOPTED this 5th day of February 2024.
