AMENDMENT TO FY 2023/2024 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:
The City of Barstow's governing body must approve a publicly available pay schedule (PAPS), at the beginning of each fiscal year and any time there is a revision or an amendment to the PAPS, in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and California Code of Regulations (CCR), Section 570.5.
DISCUSSION:
The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring forth an item before its governing body any time an amendment or modification to the PAPS occurs.
An amendment to the FY 2023/2024 PAPS is required due to the approval of the Public Safety Director / Chief of Police / Interim City Manager contract which was approved at the regularly scheduled City Council meeting held on February 5, 2024. The Public Safety Director / Chief of Police / Interim City Manager's pay grade will be retroactively effective to January 16, 2024, per the approved contract.
Additionally, the current amendment also includes an update to the salary grade for the part-time Recreation Leader/Lifeguard, part-time Maintenance Work I, and Paid Call Firefighter positions. The changes to the aforementioned part-time positions are due to the increase to the State of California's minimum wage, to $16.00 per hour, which became effective on January 1, 2024. There are no other proposed changes to the PAPS since its previous approved amendment in August 2023.
The amended PAPS will be made available on the City of Barstow’s website. The amended PAPS that is presented to the City Council for approval is compliant with the requirements of CalPERS.

RECOMMENDED ACTION:
Staff recommends that the City Council adopt Resolution No 5149-2024, approving the amended publicly available pay schedule (PAPS) (Attachment A) for FY 2023/2024 with an approval date of February 20, 2024.
