AWARD OF MEASURE Q YOUTH COMMUNITY PROMOTIONAL FUNDS FOR FISCAL YEAR 2023- 2024
EXECUTIVE SUMMARY:
At the June 20, 2023 City Council meeting, the Fiscal Year 2023-2024 Budget was adopted which includes an appropriation from the Measure Q Fund for senior and youth programs. Of these funds, $38,000 is allocated towards providing in-kind resources and services to youth sports organizations that provide social and economic benefits and/or recognition to the community. With current purchases and encumbrances the remaining amount in the account 17,389.57 DISCUSSION:
At the December 16, 2019 City Council meeting, the Youth Community Promotional Fund Policy was adopted. The purpose of this proposed policy is to establish guidelines for providing in-kind resources and services to youth organizations that provide social and economic benefits and/or recognition to the community. A total of 6 applications were received in August. Based on reviewing each application, staff recommends discarding 3 of the 6 applications by not meeting the requirements needed to submit an application. Staff also recommends awarding a total of $17,389 of in-kind donations from the Measure Q fund to be split among the three remaining qualified applicants and $53,415 in fee waivers. Even thought the applicants are not currently Non-profits, the Youth Sports Coalition is willing to partner with them. As a result Staff is recommending at least the cost of fields be waived for those applicants who were not qualified.
Without the field usage fee being waived, the fess would drive up the cost to the residents paying or result in the cancellation of the seasons. Staff also recommends a one time reimbursement to the applicants who are awarded funds for field usage cost, before application was approved. Exhibit A provides a list of youth sports organizations receiving in-kind donations and/or waiver of fees. Included are all of the applications, current fees owed to the City and their Non-Profit Status.
FISCAL IMPACT:
$17,389 charged to Measure Q Youth Fund Account No. 102.150.542.07.770 and $53,415 of in-kind donations of fee waivers. One time reimbursment to the applicants who are awarded funds for field usage cost before application was approved.
RECOMMENDED ACTION:
Authorize the allocation of $17,389 from the Measure Q Fund towards providing in-kind donations and $53,415 in fee waivers to the youth sports organizations listed on Exhibit A as attached. Authorize a onetime reimbursement to the qualified applicants for paid field usage before the applications were approved.
