AGENDA MATTER:
NORTH BARSTOW ADA INFRASTRUCTURE IMPROVEMENTS
EXECUTIVE SUMMARY:
The City of Barstow obtained CDBG funding for the fiscal year 2022/2023 to fix sidewalks, driveways, ADA ramps, curbs, and gutters in the North area of Barstow. With increasing material expenses and the discovery of more hazardous areas, a modification to the project's scope was necessary, leading to the requirement for additional funds to finish the project.
DISCUSSION:
During the City Council meeting on February 22, 2022, the Council authorized the allocation of $280,840 from CDBG funds for the North ADA Infrastructure project. On February 14, 2024, a bid was issued, and during the bid process, a bid walk took place on February 28, 2024. It was revealed during the bid walk that additional funding would be necessary to address unforeseen hazards.
At present, the city holds Un-Programmed CDBG funds amounting to $261,675. The staff is requesting Council approval to assign these funds to the ADA Infrastructure project BARS-22-1-3K/0260 to ensure complete funding of the project through CDBG resources.
FISCAL IMPACT:
No direct fiscal impact as the project is fully funded through the grant and staff is requesting the following:
Approve the reallocation of unprogrammed CBDG funds in the amount of $261,675 to this project to bring the total amount to $542,515 and appropriate the funding to the following accounts:
Expenditure Account # 400.801.137.23.215
Revenue Account # 215.615.115.597
RECOMMENDED ACTION:
Staff recommends that the City Council take the following actions:
1. Approve the allocation of Un-Programmed CBDG funds to the North Barstow ADA Infrastructure Improvement Project for the amount of $261,675 to fully fund and complete the project.
