AGENDA ITEM
AGENDA MATTER:

AMENDMENT TO FY 2023/2024 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:

The City of Barstow's governing body must approve a publicly available pay schedule (PAPS), at the beginning of each fiscal year and any time there is a revision or an amendment to the PAPS, in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and California Code of Regulations (CCR), Section 570.5.

DISCUSSION:

The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring forth an item before its governing body any time an amendment or modification to the PAPS occurs.

An amendment to the FY 2023/2024 PAPS is required to update the hourly stipend for employees working in the capacity of a certified lifeguard. PT-Recreation Leader/Lifeguards will be compensated a stipend of $2.50 per hour for each hour worked in the capacity of a certified lifeguard. The increase to the lifeguard stipend, currently 5% of the hourly rate (currently $0.81 per hour), was necessitated in order to remain competitive with neighboring jurisdictions, including other high desert cities, the Marine Corps Logistics Base (MCLB), and Fort Irwin. PT-Recreation Leaders/Lifeguards will be mandated to attain and maintain the required certifications to work as a lifeguard as a condition of employment. While working as a lifeguard, PT-Recreation Leaders/Lifeguards will be compensated an additional $2.50 per hour for only those hours worked in the capacity of a lifeguard.

The current amendment to the PAPS also includes the addition of the PT-Recreation Leader position.

The PT-Recreation Leader position will not include lifeguard duties, as is currently included in the PTRecreation Leader/Lifeguard position. Employees currently employed as, reclassified into, or hired into the PT-Recreation Leader position will not be required to attain or maintain lifeguard certifications as a condition of employment, will not be able to work in the capacity as a certified lifeguard, and will not be eligible to receive the $2.50 per hour stipend paid to lifeguards.

The amended PAPS will be made available on the City of Barstow’s website. The amended PAPS that is presented to the City Council for approval is compliant with the requirements of CalPERS.

FISCAL IMPACT:

The increase to the lifeguard stipend of $2.50 per hour is estimated at approximately $1,500 per fiscal year. The estimation may fluctate due to the number of working lifeguards and the number of hours the pool operates each fiscal year.

RECOMMENDED ACTION:

Staff recommends that the City Council adopt Resolution No _____-2024, approving the amended publicly available pay schedule (PAPS) (Attachment A) for FY 2023/2024 with an approval date of May 6, 2024.
