PROFESSIONAL SERVICES AGREEMENT AUGMENT FOR CONSULTANT SERVICES
ASSOCIATED WITH THE GENERAL PLAN UPDATE
EXECUTIVE SUMMARY:
In October 2022, staff brought forward a Professional Services Agreement for consultant PlaceWorks in order to retain their agency to assist in the completion of the City’s mandated General Plan update and associated Environmental Impact Report (EIR). Since approval of that Professional Services Agreement, City staff and PlaceWorks have been diligently working to complete the General Plan update as well as Environmental Impact Report (EIR), outreach, and coordination with outside agencies required to complete the update.
The General Plan is a comprehensive long-term document, projecting conditions and needs twenty plus years into the future to inform and direct shorter-term decisions such as annual budgeting, improvements to public facilities, partnerships to spur economic growth, and investments to enhance safety. In addition, because General Plans govern the type and location of new development, new or amended General Plans may lead to significant changes in the environment. The California Environmental Quality Act, also known as “CEQA”, requires cities to study those potential environmental impacts as part of the adoption or update process.
At time of original agreement approval, anticipated developments such as BNSF’S Barstow International Gateway (BIG) were known in conceptual form however the 2023 submittal of pre-application documents have better defined the size and magnitude of the BIG Specific Plan. Following the 2023 submittal, multiple rounds of coordination and reviews were completed by staff and PlaceWorks to better understand the final draft nature of the Barstow International Gateway (BIG).
To supplement the original budget and to obtain additional support, staff is requesting this augment for additional tasks related to GIS, outreach, the General Plan document, EIR, and new tasks related to fiscal analysis, legal compliance, and peer review/EIR integration. Consultant represents that it is fully qualified to perform original and augmented professional services by virtue of its experience and the training, education, and expertise of its principals and employees. Consultant further represents that it is willing to accept responsibility for performing such services in accordance with the terms and conditions set forth in the attached Agreement.

FISCAL IMPACT:
Knowing the General Plan update timeline; the City planned accordingly and budgeted $600,000 dollars for fiscal year 2024/2025 for the General Plan update. The City will adopt the fiscal year budget 2024/2025 within the next month and will budget accordingly to cover the remaining amount owed to the consultant. The General Plan update will span the fiscal years of 24/25 and 25/26. Therefore, the fiscal impact has been accounted for.
