AGENDA ITEM
AGENDA MATTER:

SOFTWARE AS A SERVICE AGREEMENT WITH TYLER TECHNOLOGIES, INC.

EXECUTIVE SUMMARY:

Software as a Service Agreement with Tyler Technologies, Inc., for the Procurement of a Cloud-Based Enterprise Resource Planning (ERP), Enterprise Permit and Licensing (EPL) System, and Tyler Payments Solution. Purchase of associated misc. Peripheral software and hardware.

DISCUSSION:

The City of Barstow team is recommending upgrading the City’s end-of-life Enterprise Resource Planning (ERP) system and Enterprise Permit and Licensing (EPL) systems with Tyler Technologies, Inc. The current software will sunset in March of 2027, leaving approximately three years to complete this major implementation.

The upgrade of the EPL system is urgent as California introduced and approved two major bills, Assembly Bill 2234 and Senate Bill 379.

AB2234 was approved by the Governor on September 28, 2022, and is the requirement for jurisdictions to accept and process applications online (i.e. Permit Applications and plans for all Construction).

SB379 was approved by the Governor on September 16, 2022, and is the requirement for jurisdictions to provide a Solar Permitting Program that will plan check, and approve the Solar Application online.

The upgrade of the ERP system is equally urgent as current programming does not facilitate new requirements going forward. The upgrade is considered sole-source, as upgrading to the new platform is the natural progression of the software, and this progression will facilitate the use of the current EDEN platform, while transitioning into the new ERP and EPL platforms, allowing all modules to continue working seamlessly, throughout the life of the upgrade.

The implementation of Tyler Payments will provide a streamlined system of accounting for all payments taken through the Tyler Payments Solution.

Upgrading these systems is a long-term investment that will maintain an approximate 20+ year lifecycle.

FISCAL IMPACT:

Project funds will be allocated in the FY25 upcoming budget cycle.

See attached PDF "CostBreakdown", for detailed costs for the project.

Total Solution One Time Costs: $678,253.72
Total Solution Annual Fees: $174,582.00
Note: The current annual support agreement ($106,000.00) will be replaced, and pro-rated as credit to these costs. Additionally, the City has a grand for $40,000.00 from SB379 that may be applied to these costs.
