COUNCIL RESOLUTION
AGENDA MATTER:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW, CALIFORNIA, REQUESTING
THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN BERNARDINO TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 2024, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE PURSUANT TO §10403 OF THE ELECTIONS CODE.
EXECUTIVE SUMMARY:
On November 5, 2024, five (5) elected office vacancies will exist for the full term of four years. The adoption of the Resolution presented herewith will request that the Board of Supervisors of the County of San Bernardino consolidate Barstow’s General Municipal Election with the Statewide General Election to be held on November 5, 2024.
DISCUSSION:
This request is to consolidate Barstow’s General Municipal Election with the Statewide General Election that will be conducted by the County of San Bernardino Registrar of Voters.
The Municipal General Election is for the following offices:
Mayor Full term of four (4) years
Member of the City Council (District 3) Full term of four (4) years Member of the City Council (District 4) Full term of four (4) years City Treasurer Full term of four (4) years
City Clerk Full term of four (4) years
Candidate filing (Nomination Period) is designated from July 15, 2024, through August 9, 2024.
Consolidating eliminates the costly burden of the continuous purchasing of expensive equipment / ballots and postage as well as determining precincts and poll workers for the elections. The cost to the City is estimated to be approximately $10,000, which will be based on the number of registered voters for the City of Barstow and the content in the November ballot (number of races and measures, number of candidates and candidate statements to be published).
FISCAL IMPACT:
Estimated to be approximately $10,000. Election cost to the City of Barstow is based on the number of registered voters and the content of the ballot for the election. Currently, the San Bernardino County Registrar of Voters offices does not have the cost estimate complete for our City. Item is in budget for FY 2024-2025.

COUNCIL RESOLUTION
RECOMMENDED ACTION:
Adopt Resolution No. _____-2024 requesting the Board of Supervisors of the County of San Bernardino to consolidate Barstow’s General Municipal Election with the Statewide General Election on November 5, 2024, to fill five (5) elected official vacancies to be conducted by the San Bernardino County Registrar of Voters and to waive the reading.
