LABORATORY SERVICES - PROFESSIONAL SERVICE CONTRACT
EXECUTIVE SUMMARY:
The City Council is asked to award a three year professional services contract to Babcock Laboratories, Inc. In the amount $99,567.00 (per year) for testing of composite and grab samples collected each year by the City's Wastewater Department and providing field services needed to meet annual regulatory compliance sampling of all significant industrial users.
DISCUSSION:
The City's Wastewater Department is required under Board Order No. R6V-2019-0252 to conduct regulatory sampling events at various times throughout the year. These events include monthly, quarterly, semi-annual, and annual sample collection which are done as twenty-four hour composite and or grab samples.
In addition, the City of Barstow works with the MCLB Environmental Department utilizing an intergovernmental contract for their regulatory compliance obligations that will be a pass through with an 10% administration fee.
The City sent out request for formal bids to five Laboratories on January 26, 2024. On February 20, 2024 the City opened two bids and after careful review by staff, it was determined that E.S. Babcock Laboratories meets the requirements requested by the City at the lowest submitted bid.

Staff recommends that the City Council:
1) Approve the scope and fee with Babcock Laboratories, Inc. Laid out in the bid for the bid amount of $99,567.00 (per year) for the testing of water and wastewater samples and field services. 2) Authorize the City Manager or designee the authority to sign the agreement.
