SpecPro generates a monthly stray animal monitoring report detailing the results of monitoring conducted along with actions taken, if any, based on results of monitoring.
SpecPro monitors all seven subdivisions at least once a day. Patrols consist of 30 min drives throughout each area.
Foot patrols and canvassing are done within all areas to ensure full coverage behind and around housing where the view is hidden from the road.
Conduct Live Trapping: SpecPro conducts trapping activities for stray animals, based on survey results and reports received. Using the appropriately sized humane box-type trap for the target animal, SpecPro conducts trapping activities for stray animals. Traps are positioned in areas where stray animals are known to occur or are frequently seen.
Management of Captured Animals: SpecPro develops and maintains a daily log of all animals captured to include species, sex, estimated age, whether microchipped or not, date of capture, vaccinations, and final disposition at a minimum. Within one hour of capture, SpecPro examines/scans the animal with a microchip reader to determine if the captured animal has ever been microchipped or tagged to identify the animal’s owner.
Within two hours of capture, SpecPro takes the animal to the Fort Irwin Veterinary Services Clinic to determine if the animal’s health poses a threat to other animals in the temporary holding facility or on the installation. For animals captured during non-duty hours, the animals are held in isolation until the next operational duty day for the Veterinary Services Clinic then the animal is taken immediately to Vet Services for assessment. If the animal is in poor health and not recoverable Veterinary Services euthanizes the animal via humane lethal injection and disposes of the animal carcass in accordance with established guidelines.
Stray Animal Owner Contact: If the stray animal is micro-chipped and the owner identifiable, SpecPro attempts to contact the animal owner to inform them of the location of their animal. SpecPro makes repeated attempts (minimum twice per day) to contact the animal’s owner over the course of three business days. All attempts to contact the owner are annotated in a daily log that includes the date, time, telephone number, name of person that was attempted to be contacted and the results of the effort.
Stray Animal Vaccination: If the stray animal is not micro-chipped SpecPro views the Fort Irwin Facebook page to determine if the owner has posted a message looking for their pet. If no posts are identified for the stray SpecPro within 24 hours vaccinates the animal (canine: Da2PPV, Bordetella, Dewormer) (feline: FVRCP, Bordetella, Dewormer) and conducts a basic health exam (For strays remaining in the facility an extended period a second or third set of vaccinations shall be given as appropriate according to veterinary guidelines). All vaccinations given are recorded both on the stray animal’s kennel card and in an electronic database and reported to the COR and CO no later than the 5th working day of each month for the preceding month.
Control and Care of Privately Owned Animals: Upon identification of the animal owner or an adopter, SpecPro drafts a letter, in accordance with paragraph 6. e. of United States Army Garrison, Fort Irwin and National Training Center Policy #5, Control of and Care for Privately Owned Animals on Fort Irwin, for submittal to the COR. The letter is reviewed, approved and staffed through the Directorate of Public Works, Environmental Division, to the Garrison Commander for signature. The letter is submitted no later than five (5) days after owner pick-up of stray animal and is submitted digitally in MS Word format.
Animal Control Facility Operations: SpecPro maintains a log of all animals transferred to such facilities/organizations to include type animal, breed, identifying marks, chip number, owner if known, date of capture, date and time for notification of owner/attempts to contact owner, date of transfer, and the name of the individual at the receiving facility/organization accepting the animal. A copy of the animal transfer log is submitted to the COR and CO digitally within 5 working days of transfer of any animals to such facilities/organizations.
SpecPro maintains a fleet of two animal control patrol vehicles and ensures all equipment is regularly serviced and in good working order for the safety of the animals and our staff.

Animal Control Facility Cleaning: Good sanitation is an integral part of humane animal housing. Proper cleaning and disinfection practices help reduce the transmission of infectious diseases to both animals and people, and result in a cleaner and healthier environment. A clean facility also has the added benefits of increasing the comfort level of the animals and presenting a positive image of the facility to the public. Protocols for proper sanitation are essential for any animal control program. Providing education and training as well as ensuring compliance with those protocols is also essential.
SpecPro staff conduct full ACF facility cleaning a minimum of three times per week (Sunday through Saturday).

SpecPro will place customer satisfaction survey cards in the ACF lobby. SpecPro will review satisfaction cards monthly and respond with corrective actions as necessary.
A.2 Plan for Volunteer Services
SpecPro will focus on operations and execution during the initial 6 months. A volunteer plan will be re-evaluated after 6 months. The following may be used as a starting point for the plan for volunteer services. However, this plan will evolve with time. SpecPro may establish a volunteer service plan to provide the Barstow community with an opportunity to enrich and care for the animal populations in the City of Barstow. All volunteers must meet minimum qualifications and training requirements as prescribed by a Volunteer Services Plan.
Volunteers must:
Be at least 18 years of age
Complete a volunteer application
Be able to pass a criminal background check
Participate in required trainings
Sign a waiver of liability
Must love dogs and cats
Attend an orientation (held monthly)
To ensure the safety of the organization’s people and property, and the animals in our care, SpecPro would conduct a background check of our volunteers’ criminal history. Additional background check components will be included based on the scope of the volunteer work. SpecPro will consider volunteer applicants with a criminal record on a case-by-case basis. Typically, crimes against people or animals, or crimes of a more recent nature, may be cause for us to decline a volunteer application.
Duties of volunteers:
Kennel technician
Take dogs on walks
Social media posts
Housekeeping duties such as dish washing and laundering services Support adoption events
Animal-handling roles are available to volunteers that meet minimum qualifications. Onboarding and training for these roles is more comprehensive as they involve animal handling and advanced customer service knowledge. More details of this plan will be provided prior to implementation of a volunteer program.
A.3 Standard Operating Procedure for the Isolation and Separation of Animals All facilities should have a means of providing isolation and separation of animals that allow for the humane care and not put other animals at risk. The isolation may be accomplished by sequestering a specific block of kennels for both dog and cats to ensure that the control of Animal Services & Shelter Operations

Allowing animals with severe infectious diseases to remain in the general population is not humane or acceptable and depending on the severity of the disease, SpecPro will determine if euthanasia is more humane than separation/isolation.
Any animal with mild clinical signs (as denoted by a veterinary technician or veterinarian) will be isolated in the marked quarantine area. In the event of an outbreak, physical separation will be established between exposed, at-risk and unexposed groups of animals. In some rare cases, adoptions will be put on hold to prevent further spread of communicable diseases or pathogens.
A.4 Behavioral Assessment System
SpecPro will utilize the Fear, Anxiety, Stress (FAS) scale for behavioral assessments from Fear Free, as pictured in the following figure.
Figure 2: Fear, Anxiety, and Stress Scale from Fear Free A.5 Foster Care Program
SpecPro will focus on operations and execution during the initial 6 months. Implementation of a foster care plan will be re-evaluated after 6 months. The following may be used as a starting point for the plan for foster services. However, this plan will evolve with time. Foster parents may provide temporary homes for animals who are too young for adoption or need time to recover from a health issue. Fostering a shelter animal can be a very rewarding experience! Placing these animals into foster homes not only helps with their growth and recovery, but also opens kennel space so Animal Services & Shelter Operations

Fostering pets may occur during periods of high capacity, citizens of the City of Barstow may volunteer to foster animals. Foster parent applications will be submitted to the facility through an online or paper form and additional interviews may be conducted. Foster parents will be required to abide by city and state regulations for maximum number of animals on the property. Food and water must be provided by the foster home, but veterinary costs will be handled through the Animal Services and Shelter Operations veterinary provider. Home checkups will be conducted by the ACOs on a regular basis.
A.6 Euthanasia Methodology and Policies
SpecPro will ensure all animals are held for a minimum of 7-days for redemption to owner. Barring capacity, animals will be up for adoption for an additional 7-days (or more if availability in the facility allows). However, if there is no capacity, stray animals may be euthanized after the initial 7-day holding period. Owner surrendered animals may be euthanized immediately if no capacity exists. Animals with severe communicable diseases or injuries determined by the initial comprehensive exam may be euthanized immediately, waiving the 7-day redemption to owner period. Attempts to contact the owner will be completed prior to any euthanasia determination.
Because it is not possible to predict the number of animals that SpecPro may euthanize over the course of a year, SpecPro has proposed a firm fixed price fee schedule per animal for euthanasia services, including options for carcass disposal and cremation packages. The total number of animals euthanizes by species will be invoiced monthly with back up documentation included.
A.7 Policies and Procedures for Disease Control and Sanitation SpecPro will maintain and operate the shelter in a manner that the shelter facility is clean, attractive, and welcoming to the community in order to best control for disease and promote a sanitary facility. To best meet sanitation requirements, SpecPro recommends that the City of Barstow provide a facility with kennel areas that have floors that slope to a drain for that can be easily disinfected. Additionally, the walls should be sealed with paint or wall coverings that may be properly cleaned, free of gaps or cracks that can harbor disease. SpecPro will use disinfectants and cleaning products that are generally acceptable in the animal control industry such as bleach.
SpecPro will take all reasonable precautions to prevent and control spread of infectious diseases among the animal population at the Barstow ACF. Any infectious outbreak such as kennel cough or cat flu will be immediately treated, the animal will be isolated, and the outbreak will be investigated to prevent further spread. Early detection and immediate isolation and thorough cleaning is critical to disease control.
All dogs, cats, puppies and kittens entering your shelter should be treated for certain parasites in order to protect the rest of the animals, prevent environmental infestation and minimize health threats to staff, volunteers and the public. A minimum shelter parasite control protocol should consist at least of a de-wormer effective against roundworms, tapeworms and hookworms, and flea preventive (and tick preventive for dogs). All of these parasites are common in dogs and cats Animal Services & Shelter Operations
