BABCOCK Laboratories, Inc.

The Standand of Evellence for Oner 1930 Years
Statement of Understanding and Approach
Babcock Laboratories, Inc. (Babcock Labs) is a full-service commercial testing laboratory that holds California and National accreditation for the analysis of drinking water, wastewater, and hazardous materials, and DoD accreditation for the analysis of PFAS in potable and non- potable liquids.

Founded in Riverside, CA in 1906, Babcock Labs has a legacy of providing responsive and reliable environmental testing services to water agencies across California particularly in the Southern California Region. For the past 118 years, Babcock Labs has established itself as a leader in the industry by continuously bringing online innovative and streamlined methodology and technology to meet the ever-evolving testing needs of its clients. Babcock is an independent employee-owned company with a 118-year legacy that includes an active role in the socioeconomic success of Southern California and its residents. Babcock staff have reviewed the services outlined in the informal bid document and acknowledges the requirements.

For these reasons, and the reasons detailed in this proposal, Babcock Laboratories believes it is best qualified to provide the City of Barstow with the water quality laboratory testing services requested.

Statement of Qualifications
Babcock Laboratories, Inc. (Babcock Labs) is an Employee-Owned California Corporation and is classified as a Small Business Enterprise (SBE), providing environmental testing services to public agencies, business, and industry. Founded in 1906, Babcock Labs has served the analytical testing industry for 118 years. In regard to the environmental industry, Babcock Labs has provided drinking water testing since the 1920s, providing a large number of public agencies and treatment facilities with sample collection, analytical testing services, analytical laboratory consultation, and environmental monitoring expertise.

Babcock Labs has the analytical experience and team of laboratory and field professionals the City needs to complete the requested scope of services, while providing the best overall value throughout the course of the agreement. Babcock Labs' robust quality systems, state-of-the-art facilities, and professional staff guarantee the data quality and excellent customer service required to meet the specific testing needs of the City of Barstow.

The list of laboratory analyses for which Babcock maintains accreditation through the California Environmental Laboratory Accreditation Program (ELAP), the National Environmental Laboratory Accreditation Program (NELAP/TNI) via Oregon (ORELAP), and the US Department of Defense (DoD). Of special note due to recent and future action of the State Water Boards is Babcock's extensive accreditation for the analysis of per- and polyfluorinated alkyl substances (PFAS). In addition to EPA Method 537.1 for drinking water, Babcock pursued Department of Defense accreditation for PFAS in non-potable liquids and is one of a handful of laboratories 2 BABCOCK Laboratories. Inc
The Samdand ef Excellence for Ora 100 leard
located in California with the appropriate credentials to test for PFAS in wastewater and other non-potable liquids.

In 2019 at the special request of the USEPA, Babcock worked on method development and detection level studies for EPA Method 533. The method has been developed to focus on the shorter-chain PFAS (C4-C12) and Babcock's contribution is acknowledged in the published method. Copies of our most recent PTs, including DMR-QA results are available upon request.

All analysis requested can be performed in house, in Riverside, CA and does not require to be shipped to another network laboratory. If work is needed to be subcontracted during the contract, Babcock Labs will ensure that all subcontract labs used are NELAC compliant, ELAP accredited and approved by the City's Chief Plant Operator on City letterhead prior to proceeding.

Provided Services
Babcock business operations are guided and informed by the quality systems recommended by the International Standards Organization (ISO), the lab standards of The NELAC Institute (TNI), and Generally Accepted Accounting Principles (GAAP). The following sections outline our technical approach and methodology used to provide all laboratory services, including those outlined in this informal bid for the City of Barstow.

Quality Assurance / Quality Control
Babcock Laboratories' Quality Assurance Program (QAP) is modeled on the EPA requirements for UCMR, the EPA Lab Certification Manual for Drinking Water Laboratories, lab standards of TNI, and DoD QSM Revision 5.1 or higher.

The program traces the path of samples throughout the lab and the workflow and responsibilities generated at each step from initial sample collection/pickup through final reporting, documentation, and record keeping. The policies and procedures established reflect our commitment to reliably generate accurate, scientifically valid, and legally defensible compliance data. Each employee in our organization is familiar with and responsible for implementation of the quality control policies of the laboratory. Management enforces quality practices throughout all areas of the company and across all staff through training, Standard Operating Procedures (SOPs), method and system audits, and root-cause analysis. The QAP is reviewed and updated at least annually and includes the following elements:
• Formalized and validated operational and analytical standard operating procedures • Current and historical records of all instrumentation calibration records and certifications of standards
• Annual demonstrations of accuracy and verification of method detection limits for all compliance analyses
• Formalized and validated procedures for sampling, sample transportation, sample identification, custody, and analytical documentation and reporting • Method specific demonstration of proficiency requirements for each analytical method • Quality control criteria for all laboratory conditions including equipment, instrumentation, method, batch, sample, environmental, reagent, and lab standard conditions • Responsive root-cause documentation, analysis, and corrective actions • Formal process of independent data review at the peer, supervisor, lab manager, and project management levels
• Guidelines for integration with LIMS for statistical and historical evaluation of data on a project specific or aggregate basis
• Description of both internal and external auditing program for methods, analysts, procedures and management, including audit reviews
In addition to the analytical quality assurance program, Babcock Labs also maintains an Ethics and Data Integrity Program which includes all elements outlined in TNI lab standards. The lab is audited both internally and by independent third-parties every year, with an understanding that

Additionally, Babcock will supply ice chests and blue ice to maintain proper condition during sample transportation. All transportation will be conducted by a Babcock Labs employee and under chain of custody documentation.

At Babcock Laboratories, we have one of the most experienced and highly trained environmental sampling staff in the industry. The Babcock Labs Field Department has nine full- time field technicians and couriers with extensive experience in the proper collection of grab and twenty-four hour composite samples. Our field staff utilize the most up-to-date wastewater collection equipment and techniques. Our technicians received their training under the supervision of a seasoned field operations veteran with Water Distribution Operator and Water Treatment Operator training from AWWA and the State of California. Our Field team is trained on and observes Standard Operating Procedures (SOPs) for field safety and sampling based on AWWA protocols, Standard Methods requirements, and industry best practices.

It is pertinent to the service needs of the City that Babcock Labs regularly solicits feedback from our clients regarding their satisfaction with our performance. We have dependably received an A rating in customer service, with particular commendation of our Field team. In fact, our Field team is consistently recognized by our clients as providing excellent value and satisfaction.

Babcock Labs' field sampling services allow for same-day sample collection and laboratory receipt. Upon receipt, the laboratory reviews the COC and verifies that samples meet sample acceptance criteria by performing various tests such as sample temperature, pH, and Chlorine residual. Samples and field data information are then logged into the Laboratory Information Management System (LIMS).

Analysis of Sample
Babcock Labs follows all water testing protocols and regulations set forth by the DWW, Title 22, the EPA, 40 CFR Part 136&261, and the Regional Water Quality Control Board. Laboratory analyses are also conducted in accordance with the quality systems set forth in Babcock Labs' Quality Assurance Program and in compliance with the National Laboratory Accreditation Program (NELAP) and California Environmental Laboratory Accreditation Program (CA ELAP) requirements. Samples are analyzed via approved methods conducted by qualified laboratory chemists and microbiologists, and within regulatory holding times. Analytical Reports & Data Deliverables
Babcock Labs provides results within 14 days in Adobe PDF, which contains a copy of the accompanying Chain of Custody. The COC is inserted into the report and is paginated along with the results and any other required documentation. Reports include all sample information requested by the client, including dates of sampling, sample receipt at the lab, condition of receipt, date analyzed, method and analytes, appropriate method QA/QC, Detection and Reporting Limits, results, units, analyst, case narratives, and all other information requested in the client project work plan. These reports, along with any requested Electronic Data Deliverables (EDDs) are sent via email and are available for download from our secure client web portal (Client Connect). If a sample results are above the specified permit limits, the City's dedicated project manager will notify the City's Chief Plant Operator immediately by email and phone upon awareness of exceedance.

Babcock's Labs LIMS currently contains over one hundred commercially available EDD formats, including WaterTrax and those required for upload into the CA State Water Quality Database.

We generate these EDDs on a daily basis for our drinking water clients and upload them directly to both WaterTrax and the California State data base. For wastewater and groundwater reporting we also offer Geotracker and CIWQS formats.

Moreover, Babcock Labs is not limited to the formats contained in the LIMS provider's EDD library. We also maintain a custom EDD builder that can produce EDDs in almost any variety including CSV or other delimited formats (i.e., EDT). These EDDs are flexible in nature, such that we can customize them to meet our client's unique or legacy database, up to and including incorporation of any valid value lists. This assures that the data we provide is consistent with the structure and content of our clients' systems and can therefore be used for comparison to historical records. All EDDs and reports are generated from the exact same record set which prevents mismatches between the results presented in the hardcopy report and EDD.

Client project data and reports are maintained in the Laboratory Information Management System (LIMS). Babcock utilizes a highly flexible software system which is integrated with instrumentation, client relationship management (CRM) in the accounting system, client portal, and cloud-based accounting in NetSuite. Information entered into the LIMS allows for real-time data queries by project, sample location, analytical parameter and/or date range.

Babcock Labs utilizes a highly functional Laboratory Information Management System (LIMS) and the LIMS-associated Client Connect Portal represents one of the more sophisticated implementations of the system.

The City of Barstow has Seven (5) Significant Industrial Users and the SIUs have their Laboratories. According to the City's Pretreatment requirements, the City must sample annually for specified permit constituents and this should be done discreetly. These sampling events will occur on a known schedule established by the City and unknown to the discharger. This sheet will require the costs per sampler for a 24-hour composite sample. The sampler must be of good quality and have a fresh battery, which must be tested and the voltage logged on the chain of custody both before setup and after removal. The contracted Laboratory will provide all sampling containers for each sampling event.
