AGENDA ITEM
AGENDA MATTER:

A RESOLUTION AUTHORIZING CITY MANAGER TO EXECUTE DOCUMENTS NECESSARY FOR

LOCAL ROADWAY SAFETY PLAN (LRSP) FUNDING
EXECUTIVE SUMMARY:

The State of California’s Department of Transportation requires passage of a resolution that authorizes the City Manager to execute a Master Agreement and a Program Supplemental Agreement on behalf of the City of Barstow as part of the California Department of Transportation’s funding process for the Local Roadway Safety Plan.

DISCUSSION:

A state Strategic Highway Safety Plan (SHSP) is a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. A Local Road Safety Plan (LRSP) is for local and rural road owner's the opportunity to address unique safety needs in their jurisdictions while contributing to the success of the SHSP. Additionally, in the near future, grant opportunities such as Highway Safety Improvement Projects (HSIP) and Vision Zero Action Plans will require for a local agency to have a LRSP plan to apply for funding. Currently, the City has two HSIP projects in the process. Traffic Signal modification at Barstow Road and Rimrock Road and a second project to modify the Traffic Signals on Main Street and Barstow Road.

Without a LRSP, the City may not be able to apply for future funding opportunities from HSIP or the Vision Zero Action Plan.

FISCAL IMPACT:

The State LRSP allocation is $72,000 and the City's local match is $8,000 for a total amount of $80,000.

RECOMMENDED ACTION:

Staff recommends the City Council take the following actions:

1. Waive the reading in full.
