APPROVAL TO REALLOCATE CDBG UNPROGRAMMED FUNDS FOR NORTH BARSTOW ADA
INFRASTRUCTURE IMPROVEMENTS
EXECUTIVE SUMMARY:
The project has been completed, and while the County has issued a notice to proceed, the City must obtain Council approval to reallocate unprogrammed funds.
DISCUSSION:
During the City Council meeting on February 22, 2022, a decision was made to allocate CDBG funding for infrastructure enhancements to address ADA barriers in Barstow City. The project was publicly announced on February 16, 2024, with a deadline for submissions set for March 13, 2024, at 2:00 pm.
A single eligible bid was received and was thoroughly reviewed and approved by Project Manager, Jim Merrell of Merrell Johnson.
The bid was also assessed by CDBG, and a Letter of Approval to Proceed with the award of the contract has been issued by the County.
TSR Construction and Inspection: $356,113
During construction, additional locations were found to be non-compliant and posing a significant risk and hazard to pedestrians. These locations were identified by City Staff. Additional funding was required to complete the restoration of the hazardous pathways. City Staff is requesting $261,675 of un-programmed CBDG funds to be allocated to Project BARS-22-1-03K/0260.
FISCAL IMPACT:
None- As project is supported with CDBG Funding.
RECOMMENDED ACTION:
Staff Recommends that the City Council take the following actions:
1. Approve the allocation of CBDG un-programmed funds and a project budget increase in the amount of $261,675 and approve the increase of the total contract amount to $542,515
