RESOLUTION NO. XXXX-2024 TEMPORARILY CLOSING CERTAIN STREETS WITHIN THE CITY OF BARSTOW IN ACCORDANCE WITH SECTION 21101(E) OF THE CALIFORNIA VEHICLE CODE FOR
THE MARDI GRAS PARADE
EXECUTIVE SUMMARY:
The annual Mardi Gras Parade is scheduled for Saturday, October 19, 2024. The Kiwanis Club of Barstow Crossroads is responsible for organizing the parade and is requesting to close certain streets within the City of Barstow as has been done in the past for the conduct of the annual Mardi Gras Parade.
The costs of Public Works and Police services are included in Fiscal Year 2024/2025 adopted budget.
DISCUSSION:
The Kiwanis Club of Barstow Crossroads is responsible for organizing the annual Mardi Gras Parade and is requesting the closure of certain streets within the City of Barstow to conduct the parade, which is scheduled for Saturday, October 19, 2024. Kiwanis has also requested the use of the parking lot on the north side of E. Williams Street between Barstow Road and Second Avenue as a staging area for the parade.
The cost of providing the requested street closure services, including placement of the required barricades, use of City equipment, and police security services, is approximately $27,385.25 and allocated as follows.
Public Works $ 17,885.25
Police Department $ 9,500.00
Total $ 27,385.25
During the regular Council meeting on September 16, 2024, the City Council will be reviewing the Community Promotional Fund Application submitted by the Kiwanis Club of Barstow Crossroads requesting funds for traffic control and associated street closure costs associated with this event.
FISCAL IMPACT:
Funds in the amount of $27,385.25 for this event would be included in the Fiscal Year 2024/2025 Budget, Account No.102.150.542.07.755 (Measure Q).
RECOMMENDED ACTION:
Adopt Resolution No. XXXX-2024 temporarily closing certain streets within the City of Barstow in accordance with Section 21101(E) of the California Vehicle Code - Kiwanis Mardi Gras Parade), in which funds, if approved during the September 16, 2024 regular Council meeting, would be appropriated in FY 2024/2025 from account number 102.150.542.07.755, and waive the full reading.
