MEASURE Q RESIDENT OVERSIGHT COMMISSION TERMS AND UPCOMING VACANCIES EXECUTIVE SUMMARY:
During the Council Meeting on October 21, 2024, Council Member Rose, with support from Mayor Pro Tem Noble, requested a list of the current Resident Oversight Commission members along with their respective terms.
The Resident Oversight Commission as follows:
District 1: Peggi Fries 12/2025
District 2: Vacant
District 3: Ben Rosenberg 12/2024
District 4: Marsha Weasma 12/2024
At-Large: Martha O’Brien 12/2024
DISCUSSION:
On February 4, 2019, during the City Council meeting, Ordinance 960-2019 was adopted, establishing Barstow Municipal Code Chapter 2.26 (“Resident Oversight Commission”) under Title 2 (“Administration and Personnel”). This ordinance formed a Resident Oversight Commission tasked with reviewing and reporting on the expenditures of the 1% Local Transactions and Use Tax known as Measure Q.
Then, on November 18, 2019, the City Council adopted Ordinance No. 963-2019, which created a new Chapter 2.26 (“Resident Oversight Commission”) under Title 2 (“Administration and Personnel”) to clarify the term lengths for Resident Oversight Commissioners.
On December 31, 2024, the terms for the At-Large representative Martha O’Brien, District 3 representative Ben Rosenberg, and District 4 representative Marsha Weasma will expire. Additionally, the District 2 representative position previously held by Mrs. Kimberly Johnson has become vacant due to her relocation outside the city limits.
As noted in Ord No. 963-2019 Sec. 2.26.030 - The City Council may elect to cause public notice of commission position vacancies and receive applications from interested residents on a city-wide basis.
Alternatively, the Mayor may request nominations of applicants from each Council Member for an eligible appointee residing in their district, with the Mayor nominating one eligible appointee residing anywhere in the city. Upon receipt of each nomination, a majority vote of the city Council will confirm the appointment.
In the event that the city receives no applicant from one or more electoral districts, the council may appoint that commissioner without regard to the district in which they reside.
