JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW,
BARSTOW FIRE PROTECTION DISTRICT AND SUCCESSOR AGENCY TO THE
FORMER BARSTOW REDEVELOPMENT AGENCY
APPROVING SECOND AMENDMENT TO EMPLOYMENT AGREEMENT FOR
ANDREW ESPINOZA, JR. SERVING AS INTERIM CITY MANAGER, PUBLIC
SAFETY DIRECTOR AND POLICE CHIEF, INTERIM DISTRICT ADMINISTRATOR
AND INTERIM SUCCESSOR AGENCY EXECUTIVE DIRECTOR
AND
APPROVING SUCCESSOR EMPLOYMENT AGREEMENT FOR ANDREW
ESPINOZA, JR. AS POLICE CHIEF
WHEREAS, the City of Barstow appointed Andrew Espinoza, Jr. as Interim City Manager, Public Safety Director, and Police Chief; and
WHEREAS, the Barstow Fire Protection District appointed Andrew Espinoza, Jr. as Interim District Administrator; and
WHEREAS, the Successor Agency to the former Barstow Redevelopment Agency appointed Andrew Espinoza, Jr. as Interim Successor Agency Executive Director; and WHEREAS, on February 5, 2024, the City, Fire Protection District, and Successor Agency approved an employment agreement between the City, District, and Successor Agency and Andrew Espinoza, Jr. for Mr. Espinoza to serve as Interim City Manager, Public Safety Director, and Police Chief, Interim District Administrator, and Interim Successor Agency Executive Director; and
WHEREAS, on April 15, 2024, the City, Fire Protection District, and Successor Agency approved a first amendment to the employment agreement between the City, District, and Successor Agency and Andrew Espinoza, Jr. for Mr. Espinoza to serve as Interim City Manager, Public Safety Director, and Police Chief, Interim District Administrator, and Interim Successor Agency Executive Director;
WHEREAS, the City has negotiated a proposed second amendment to the employment agreement between the City, District, and Successor Agency and Andrew Espinoza, Jr. for Mr.
Espinoza to continue service as Interim City Manager, Public Safety Director, and Police Chief, Interim District Administrator, and Interim Successor Agency Executive Director; and WHEREAS, Andrew Espinoza, Jr. has agreed to continue service as Interim City Manager, Public Safety Director, Police Chief, Interim District Administrator, and Interim Successor Agency Executive Director under the terms of the proposed second amended employment agreement; and
WHEREAS, the City has also negotiated, and Mr. Espinoza has agreed, to a successor employment agreement for Andrew Espinoza, Jr. to continue service as the City’s Police Chief after the appointment of a permanent City Manager.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BARSTOW, THE BOARD OF DIRECTORS OF THE BARSTOW FIRE PROTECTION
DISTRICT, AND THE BOARD OF DIRECTORS OF THE SUCCESSOR AGENCY TO
THE FORMER BARSTOW REDEVELOPMENT AGENCY SUCCESSOR AGENCY AS FOLLOWS:
SECTION 1. The City Council, District Board of Directors, and Successor Agency Board of Directors, each hereby approve the second amendment to the employment agreement between the City, District, and Successor Agency, and Andrew Espinoza, Jr. for continued service as Interim City Manager, Public Safety Director, Police Chief, Interim District Administrator, and Interim Successor Agency Executive Director, and direct the Mayor to execute it on behalf of the City, the District Board Chair to execute it on behalf of the District, and the Successor Agency Board Chair to execute it on behalf of the Successor Agency.
SECTION 2. The City Council hereby approves the successor employment agreement between the City and Andrew Espinoza, Jr. for continued service as Police Chief, and direct the Mayor to execute it on behalf of the City.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and shall cause the same to be processed in the manner required by law.
