AGENDA ITEM
AGENDA MATTER:
AMENDMENT #2 TO THE FY 2024-2025 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:
The City of Barstow's governing body must approve a publicly available pay schedule (PAPS) in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and the California Code of Regulations (CCR), Section 507.5.
DISCUSSION:
The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring forth an item before its governing body any time an amendment or modification to the PAPS occurs.
An amendment to the FY 2024/2025 PAPS is required due to the approval of an increase to the State of California’s minimum wage that will increase from $16.00/hour to $16.50/hour effective January 1, 2025.
To follow the City’s established pay table, the hourly minimum wage for the following part-time (PT) positions will be increased to meet the minimum wage requirements as set forth by the State of California:
PT-Rec Leader/Lifeguard, PT-Rec Leader, PT-Maintenance Worker I, and Paid Call Firefighter. The current salary range for the aforementioned positions is 10430/$16.14 per hour. The new salary range will be 10460/$16.62. per hour. Additionally, the part-time positions for the PT-Senior Lifeguard, PT-Senior Rec Leader, and PT-Pool Manager will be increased to avoid salary compression. The PT-Senior Lifeguard and PT-Senior Rec Leader will receive a corresponding increase from the current salary range of 10550/$18.18 per hour to salary range 10580/$18.74 per hour. The PT-Pool Manager will move from salary range 10770/$22.63 per hour to salary range 10800/$23.32 per hour. The amended PAPS will become effective on December 22, 2024, which is the first day of the pay period in which January 1, 2025, is contained.
The amended PAPS will be made available on the City of Barstow’s website. The amended PAPS that is presented to the City Council for approval is compliant with the requirements of CalPERS.
FISCAL IMPACT:
The projected increase to the minimum hourly rates for the part-time positions represents an estimated increase of $10,000 for the remainder of FY 24/25, based upon the estimated hours for part-time employees. The increase to salaries will be assessed through the remainder of FY 24/25 and any necessary budget amendments will be brought before Council during the mid-year and/or year-end budget processes.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt Resolution No. _____-2024 approving the amended publicly available pay schedule (PAPS) (Attachment A) for FY 2024-2025 with an effective date of December 22, 2024.
