AMENDMENT FOR PROFESSIONAL SERVICES AGREEMENT WITH PLACEWORKS, INC FOR
CONSULTANT SERVICES ASSOCIATED WITH THE GENERAL PLAN UPDATE EXECUTIVE SUMMARY:
In October 2022, staff brought forward a Professional Services Agreement for consultant PlaceWorks, Inc in order to retain their agency to assist in the completion of the City’s mandated General Plan Update (GPU) and associated Environmental Impact Report (EIR). Since the approval of that Professional Services Agreement, City staff and PlaceWorks have been diligently working to complete the comprehensive General Plan update, including the associated Barstow International Gateway Specific Plan (BIG SP), the Environmental Impact Report (EIR), outreach, and coordination with outside agencies required to complete the update.
The General Plan is a comprehensive long-term document, projecting conditions and needs twenty plus years into the future to inform and direct shorter-term decisions such as annual budgeting, improvements to public facilities, partnerships to spur economic growth, and investments to enhance safety. In addition, because General Plans govern the type and location of new development, new or amended General Plans may lead to significant changes in the environment. The California Environmental Quality Act, also known as “CEQA”, requires cities to study those potential environmental impacts as part of the adoption or update process.
At the time of original agreement approval, anticipated developments such as BNSF’S Barstow International Gateway (BIG) were known in conceptual form however submittal of pre-application documents and ongoing combined analysis of the BIG SP and GPU have better defined the size and magnitude of the BIG Specific Plan. The referenced combined analysis of the BIG SP and GPU progressed as planned throughout 2023 and through late 2024. A recent review of upcoming tasks revealed revisions to planning, technical modeling, and CEQA analysis are necessary and will require additions to PlaceWorks’ scope of work.
To supplement the original budget and to obtain additional support, staff is requesting this amendment to increase the contract amount from $1,243,500 to $1,486,251, to allow for additional tasks related to GIS, outreach, the General Plan document, EIR, and tasks related to fiscal analysis, legal compliance, and peer review/EIR integration. Consultant represents that it is fully qualified to perform original and augmented professional services by virtue of its experience and the training, education, and expertise of its principals and employees. Consultant further represents that it is willing to accept responsibility for performing such services in accordance with the terms and conditions set forth in the attached Agreement.
