AMENDMENT TO FY 2024/2025 PUBLICLY AVAILABLE PAY SCHEDULE (PAPS) EXECUTIVE SUMMARY:
The City of Barstow's governing body must approve a publicly available pay schedule (PAPS), at the beginning of each fiscal year and any time there is a revision or an amendment to the PAPS, in order to comply with the requirements of the California Public Employees' Retirement System (CalPERS) and California Code of Regulations (CCR), Section 570.5.
DISCUSSION:
The California Public Employees' Retirement System (CalPERS), pursuant to California Code of Regulations Section 570.5, requires that CalPERS employers bring forth an item before its governing body each time an amendment or modification to the PAPS occurs.
An amendment to the FY 2024/2025 PAPS is required due to the approval of the new City Manager contract, which was approved at the regularly scheduled City Council meeting held on February 18, 2025.
Per the approved contract, the City Manager's pay grade will be effective on February 18, 2025. The City’s new City Manager starts her service on March 10, 2025. Additionally, with the hiring of the City Manager, the Public Safety Director/Chief of Police/Interim City Manager automatically returns, per Section 1 of his contract as Police Chief approved December 2, 2024 and Section 3(A) of his revised contract as Interim City Manager, Public Safety Director, and Police Chief, per its Second Amendment approved December 2, 2024, back to the Police Chief position effective February 18, 2025. The revised Police Chief’s pay grade, reflecting the existing December 1, 2024 contract amount, will be effective on February 18, 2025.
The amended PAPS will be available on the City of Barstow’s website and is attached, in redline and clean versions, to this agenda item. The amended PAPS presented to the City Council for approval is compliant with CalPERS's requirements.
FISCAL IMPACT:
The cost of the City Manager and Police Chief positions are accounted for within the existing budget.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt Resolution No -2025, approving the amended publicly available pay schedule (PAPS) (Attachment A) for FY 2024/2025 with an effective date of February 18, 2025.
