APPROVAL OF CONTRACT AMENDMENT NO. 2 TO THE AGREEMENT RELATED TO ARPA
FUNDS FOR BARSTOW CEMETERY RESTROOM PROJECT
EXECUTIVE SUMMARY:
Due to an expected delay in procuring the pre-fabricated restroom for the Barstow Cemetery project that is being funded by the American Rescue Plan Act (ARPA) and the Coronavirus Local Fiscal Recovery Fund (CLFRF), an extension to the obligation period deadline is requested to May 31, 2025.
DISCUSSION:
On October 7, 2024, the City Council unanimously approved the agreement between the County of San Bernardino and the City of Barstow for the Barstow Cemetery Restroom Construction Project. Under the original agreement, the obligation period ended on December 31, 2024; however, due to difficulty in procuring the pre-fabricated restroom an extension to the obligation period is necessary. The extension of the obligation period to May 31, 2025, will provide sufficient time to procure and obligate project related costs. Once obligated, project funds must be expended by December 31, 2026, in order to meet guidelines set forth by the United State's Department of Treasury.
FISCAL IMPACT:
The Barstow Cemetery Restroom Construction Project is being funded by the American Rescue Plan Act (ARPA) and the Coronavirus Local Fiscal Recovery Fund (CLFRF) from San Bernardino County in the amount of $446,672. There is no change to the project amount proposed as part of this contract amendment.
RECOMMENDED ACTION:
Staff recommends the City Council:
1. Approve Amendment No. 2 to the contract between San Bernardino County and the City of Barstow for the Barstow Cemetery Restroom Construction Project that will extend the obligation period to May 31, 2025.
2. Authorize the City Manager to sign and execute Amendment No. 2 to the contract between San Bernardino County and the City of Barstow for the Barstow Cemetery Restroom Construction Project.
