Subject: City of Barstow General Plan Update – Scope and Budget Augment Dear Mr. Heldreth,
The City originally requested support from PlaceWorks to complete a General Plan Update and EIR (GPU), with the intention to complete the general plan document by mid-2023. While the Barstow International Gateway (BIG) project was known in its conceptual form at the time the original scope was prepared, the City initially took the lead on coordinating with BNSF on various aspects. Following BNSF’s formal submittal of the preliminary Barstow International Gateway Specific Plan (BIG SP) in June 2023, PlaceWorks submitted a scope and budget augment, at the request of the City, to peer-review the draft environmental documentation prepared by BNSF and integrate their project-level analysis into the GPU EIR. The City also needed additional assistance to comply with state housing law requirements.
The combined analysis of the BIG SP and GPU progressed as planned throughout the remainder of 2023 and through late 2024. In the fall of 2024, the City communicated that BNSF would make substantive changes to the BIG SP project description that would likely require revision to planning, technical modeling, and CEQA analysis. While our team endeavored to accommodate the changes within the currently approved budget, it became clear in early January 2025 that the changes would require additional time and substantial rework of multiple components of the General Plan and EIR. This includes GIS, the General Plan, zoning, environmental and technical analyses, and project coordination. The City has also requested additional assistance to draft Zoning Code text and mapping and other material related to annexations.
Based on communications with City, PlaceWorks is submitting the following request for an augment.
Fortunately, there was adequate budget remaining as currently approved to enable PlaceWorks to proceed with work to maintain progress on the BIG SP and GPU effort.
SCOPE OF WORK – AUGMENT REQUESTED BY TASK
Task 1.3 GIS Data and Mapping: Additional GIS data development and mapping to address the new 2048 land use projections, including the transformation of data into the latest available traffic model (SBTAM+), and revised maps to support the EIR and annexation materials.
Task 3.2 Prepare General Plan: Revisions to the 2048 projections approach and methodology, SB 330 compliance, land use and circulation plans (approaches, analysis, and mapping), and draft policies and implementation.
Task 4.2 Zoning Consistency: Additional assistance to prepare changes to the Zoning Map and Zoning Code text, in support of General Plan implementation and annexation materials.
Task 5.2 Technical Analysis: Revised runs and analyses of technical modeling related to air quality, greenhouse gas emissions, noise, and vibration.
Task 5.3 First Administrative Draft EIR: Revisions to multiple sections of the EIR (project description and to, primarily driven by new technical analysis related to utilities, traffic, air quality, and noise.

Task 6.1 Circulation and Mobility: Additional traffic model runs and analysis using SBTAM+ to reflect the new project details, including analysis and model runs to isolate the BIG Specific Plan and cumulative projects.
Task 6.2 Infrastructure: Additional analysis and coordination, including analysis and modeling to reflect the new project details and to isolate the BIG Specific Plan and cumulative projects.
Task 8.1 General Project Management: Additional time needed to address project changes and the expanded need to coordinate between the City, PlaceWorks, BNSF (and its consultants), San Bernardino County, and LAFCO. (based on average over past 12 months, applied to provide time for an additional 12 months)
