COUNCIL AGENDA ITEM
AGENDA MATTER:

UPDATE TO THE CLASSIFICATION AND COMPENSATION PLAN TO AMEND UNREPRESENTED

POSITIONS, WITH NO BUDGET IMPACT
EXECUTIVE SUMMARY:

After evaluating the positions in the City Manager’s office and department needs, staff is recommending the addition of an unrepresented position to the City’s salary schedule as well as the reduction of one position in the City Manager’s office. This will reduce the department personnel budget and allow flexibility to add or reclassify other much-needed positions in other departments. The proposed updates to the department will result in better oversight and internal control in a cost-effective manner and will result in the improvement to city services.

The proposed update to the Classification and Compensation plan will add the new unrepresented and at-will position of Administrative Services Director and restore the Police Chief position.

ATTACHMENTS:

1. Resolution to update the Classification and Compensation Plan (Salary Schedule)

2. Administrative Services Director Job Description
DISCUSSION:

The City Manager Department is charged with oversight of City-wide operations and information.

Currently the department is staffed with five (5) positions, including City Manager, Assistant City Manager, Economic Development Director, Public Information Officer and Executive Assistant. Based on the current city needs and staffing levels, the city can benefit from the addition of an Administrative Services Director to oversee the departments/divisions that do not have an assigned Director position. This position would replace the Economic Development Director position with the same salary range and no budget impact.

Other proposed changes to the City Manager’s office include the reduction of the budgeted Public Information Officer position to allow the transfer of budget savings to other positions in order to reclassify or restructure and improve city services. Public information is of vital importance to the community and public at-large, so rather than eliminate that function, it is recommended to transfer the budget from the Executive Assistant position and incorporate the Public Information needs to the position of Assistant to the City Manager, as well as other vital functions such as Governmental and Legislative Affairs and special projects.

The total impact of the proposed changes would be the reduction in staffing levels to the City Manager’s Department, to four (4) positions, rather than five (5), and overall budget savings.

In addition to the City Manager’s department update, the Police Chief position was eliminated from the Salary Schedule while the previous incumbent was serving as Interim City Manager. The City is currently recruiting a Police Chief so the position must be added back into the Salary Schedule.

COUNCIL AGENDA ITEM
There is no fiscal impact associated with this item. The budget for the Economic Development Director position will be transferred to the Administrative Services Director and the budget for Public Information Officer position will be transferred to other position needs and potential reclassifications in other departments.

The Police Chief position will remain at its former salary range within the Salary Schedule with no impact on the budget.

RECOMMENDED ACTION:

1. Approve Resolution No. ____-2025 to update the Classification and Compensation Plan to include the positions of Administrative Services Director and Police Chief; and

2. Approve the unrepresented, at-will position of Administrative Services Director and job description.
