Re: Initial Request for Zoning Change
Dear Planning Department,
I am writing to formally request a zoning change for my property located at 860 West Main Street, Barstow, CA 92311, from commercial to mixed-use. The property currently consists or a 17-unit mote located at the intersection of Main Street and Avenue C. To the rear of the property are residentia properties, and the entrance to the property is from Avenue C. My plan is to convert the motel into a mixed-use residential property.

The reasons for my request are as follows:

1. Utility Costs: Residential tenants will be responsible for their own utilities, unlike motel guests.

By installing separate utility meters for each unit, I anticipate lowering costs for the landlord while encouraging efficient utility use.

2. Tenant Screening: Converting the motel to apartments allows for proper tenant screenings and background checks. This will help reduce crime and improve the safety of the area.

3. Community Needs: Barstow has a significant need for residential properties. Many existing motels are used for extended stays but lack adequate facilities. Converting the motel into functional residential units will address this demand and contribute to improving the area.

4. Affordable Housing: This zoning change will enable the property to offer affordable housing options, helping to meet the growing need for cost-effective living spaces in Barstow.

While I do not intend to change the building's structure, I will be fully renovating the property. The units will be remodeled into studio, one-bedroom, and two-bedroom apartments, each featuring the following upgrades:
. Recessed lighting
• Stand-up showers
• Individual AC and heating units
• Water heaters
• Kitchens with tile flooring
• Separate gas and electric meters
In addition to the renovations, I will re-pipe the water, gas, and sewer lines, and replace the electrical panels to ensure compliance with current building codes.

This zoning change will benefit the community by providing safer, cleaner, and more affordable housing.

It will also set a positive example for other landlords to improve their properties, enhancing the overall appearance of the area.

If you need any further information, please feel free to contact me at . I appreciate your consideration of this request.

Sincerely,
Narbik Babakhanian
