AWARD OF CONTRACT FOR WASTEWATER TREATMENT PLANT POND 1 & 2 PIPELINE
PROJECT
EXECUTIVE SUMMARY:
On March 28, 2025, City staff solicited bids for the Wastewater Treatment Plant Pond 1 & 2 Pipeline Project. The project was publicly noticed in accordance with the formal bid process. The scope of work includes the installation of a pipeline between Ponds 1 and 2 at the City’s Wastewater Treatment Plant, as detailed in the prepared plans and specification.
DISCUSSION:
Prior to initiating the bid process, staff developed a formal bid package that included complete plans and specifications for the project. The Engineer’s Estimate for the project was $368,736.00.
The City Clerk conducted a formal bid opening on April 28, 2025, in accordance with the City’s procurement procedures. A total of three (3) bids were received by the submission deadline:

Kelly’s Underground Construction $348,660.00
R.E. Chaffee Construction $361,500.00
High Desert Underground, Inc. $388,441.00
All bids were logged and read aloud at the public opening. Following the opening, staff reviewed each submission for completeness and responsiveness.
After a thorough evaluation, staff determined that Kelly’s Underground Construction submitted the lowest responsive and responsible bid in the amount of $348,660.00. The bid was reviewed for completeness, accuracy, and compliance with all bid specifications and contract requirements. The bid amount is below the Engineer’s Estimate of $368,736.00. A copy of the bid proposal and contract are attached for Council review.
FISCAL IMPACT:
The total cost of the contract is $348,660.00. Funding for the project was included in the FY 2024–25 Capital Improvement Program Budget under the Wastewater Fund account 400.803.322.25.605.

RECOMMENDED ACTION:
1. Award the contract for the Wastewater Treatment Plant Pond 1 & 2 Pipeline Project to Kelly’s Underground Construction as the lowest responsive bidder in the amount of $348,660.00; and
2. Authorize the City Manager to execute the contract and any related documents necessary to carry out the project.
