RESOLUTION ADOPTING THE 2025/2026-2029/2030 MEASURE I FIVE YEAR CAPITAL
IMPROVEMENT PROGRAM
EXECUTIVE SUMMARY:
In order to be eligible for Measure I funding through the San Bernardino County Transportation Authority (SBCTA), the City is required to annually adopt a five-year Capital Improvement Program by resolution (Attachment A).
DISCUSSION:
In 1989, Measure I was approved by the voters of San Bernardino County to establish a ½ cent sales tax increase for a 20-year period (1989 - 2009), with the revenues to be used towards street and road maintenance. In 2004, voters renewed the Measure I sales tax with 80.03% of voters in support of extending the measure through 2040. Measure I revenues are distributed in the following manner: 68% Local; 25% Major Local Highway Projects (MLHP); 5% Elderly, Handicapped, Transit; and 2% shall be reserved in each sub-area by SBCTA for Project Development and Traffic Management Systems.
To be eligible for the funding, every participating local governing board is required to annually submit a five-year Capital Improvement Plan (CIP). In fiscal 2025/2026 year, the City estimates to receive approximately $1,759,300 in funding from Measure I.
The available capital should fund the street reconstruction, preservation, and maintenance projects as exhibited in Attachment A.

RECOMMENDED ACTION:
Staff recommends that the City Council enact the following actions:
1. Approve Resolution No. 5241-2025 adopting the City of Barstow's Measure I Capital Improvement Program for Fiscal Year 2025/2026 through 2029/2030 and waive the full reading.
2. Direct staff to forward a copy of the adopted resolution to SBCTA
