AGENDA MATTER:
THAT THE CITY COUNCIL PRESENT A PROCLAMATION RECOGNIZING SEPTEMBER 9, 2025, AS CALIFORNIA’S 175TH ANNIVERSARY OF STATEHOOD.
EXECUTIVE SUMMARY:
This year marks the 175th Anniversary of that historic milestone. The State of California has encouraged cities and counties to join in this recognition as part of statewide commemorations leading to the United States’ 250th Anniversary of the Declaration of Independence in 2026.
DISCUSSION:
BACKGROUND
On September 9, 1850, California was admitted to the Union as the 31st state, known as “Admission Day.” This year marks the 175th Anniversary of that historic milestone.
The State of California has encouraged cities and counties to join in this recognition as part of statewide commemorations leading to the United States’ 250th Anniversary of the Declaration of Independence in 2026.
California has played a central role in shaping the nation’s progress and identity. From its Indigenous roots to its contributions in agriculture, technology, entertainment, transportation, human rights, and scientific innovation, California embodies the spirit of resilience, creativity, and opportunity.
The attached Proclamation highlights the significance of California’s admission to the Union and recognizes the state’s diversity, resiliency, and achievements over the past 175 years.
Barstow’s own history as a transportation hub-through the railroad, Historic Route 66, the military presence at Fort Irwin and Marine Corps Logistics Base, and its role as the “Gateway to the California Desert”-reflects the broader story of California’s growth and importance.
By adopting and presenting this proclamation, the City of Barstow honors both the state’s legacy and the contributions of our community to California’s ongoing story.

PROCLAMATION
CALIFORNIA’S 175TH ANNIVERSARY OF STATEHOOD
WHEREAS, on September 9, 1850, California was admitted to the Union as the 31st state, becoming a free, nonslavery state on what is now known as “Admission Day”; and WHEREAS, Native American tribes have lived, since time immemorial, on the land that is currently California, which before European contact was the most populated and culturally diverse region north of Mexico; and
WHEREAS, the signing of the Treaty of Guadalupe Hidalgo in 1848, the discovery of gold, and the influx of settlers spurred the need for governance and ultimately led Californians to seek statehood; and WHEREAS, California is now home to more than 39 million residents, holds the fourth-largest economy in the world, and leads the nation in agriculture, manufacturing, and tourism; and WHEREAS, California’s beauty spans fertile valleys, vast deserts, majestic mountain ranges, and breathtaking coastlines, inspiring residents and visitors alike; and WHEREAS, Californians have continually shown resilience in the face of adversity, uniting to heal, rebuild, and move forward together, while fostering innovation in science, technology, arts, and human rights; and
WHEREAS, the City of Barstow, located in the heart of the Mojave Desert, has played a unique role in California’s history as a crossroads of commerce and culture—shaped by the railroad, celebrated as a key stop along Historic Route 66, and known as the “Gateway to the California Desert”; and WHEREAS, Barstow continues to contribute to California’s legacy of progress, serving as a regional hub for transportation, military presence at Fort Irwin and Marine Corps Logistics Base, and tourism that draws visitors from across the nation and around the world; and WHEREAS, in 2025, California proudly celebrates the 175th Anniversary of Statehood, honoring its history, culture, and contributions that have shaped not only the state but the nation, and the City of Barstow joins in this recognition with pride in our community’s place in the Golden State’s journey.
NOW, THEREFORE, BE IT PROCLAIMED, that the City Council of the City of Barstow does hereby recognize and celebrate
“CALIFORNIA’S 175TH ANNIVERSARY OF STATEHOOD”
on September 9, 2025, and calls upon all residents to join in commemorating this historic milestone in California’s journey and to reflect on Barstow’s contributions to our state’s story.

COUNCIL AGENDA ITEM
AGENDA MATTER:
FINAL ACCEPTANCE OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDED MOUNTAIN VIEW
MEMORIAL PARK CEMETERY RESTROOM REPLACEMENT PROJECT
EXECUTIVE SUMMARY:
City staff recently coordinated the completion of the restroom replacement project at the Mountain View Memorial Park Cemetery. The project has been completed and staff is requesting that the City Council authorize final acceptance of the project by filing a Notice of Completion (Attachment A).
DISCUSSION:
The Mountain View Memorial Park Cemetery serves as a County Special District, providing essential services to the City of Barstow and a place where loved ones can be honored. The cemetery is home to approximately 10,855 memorials and welcomes around 73,700 visitors annually.
During the City Council meeting on November 20, 2023, the Council approved the Mountain View Memorial Park restroom rehabilitation project which would provide upgraded restroom facilities, including Americans with Disabilities Act (ADA) access. The original project budget was estimated at $400,000. On September 24, 2024, the San Bernardino County ARPA team increased the contract by $46,672, resulting in a total project budget not to exceed $446,672.
Although the Mountain View Memorial Park Cemetery is located outside of the Barstow city limits, San Bernardino County assigned project management duties to the City of Barstow to ensure that all necessary documents were provided to comply with ARPA and Coronavirus Local Fiscal Recovery Funds (CLFRF) requirements. The project was publicly put out for bids on June 5, 2024. On July 3, 2024, two qualifying bids were submitted; subsequently, the contract was awarded to the lowest bidder, TSR Construction, on October 7, 2024, and the project was completed on July 28, 2025. The project was managed by Merrell Johnson Companies, as the City's consultant, who confirmed that all work was accepted as compliant per the contract documents and specifications. City staff is requesting final acceptance of the project by the City Council, authorization to file a Notice of Completion, and release of contract retention to TSR Construction after 35 days of recordation of the Notice of Completion.
FISCAL IMPACT:
The final project cost totaled $437,055.15. The City will receive reimbursement from ARPA-CLFRF funds from San Bernardino County for $437,055.15. A reimbursement invoice in the amount of $416,316.15 has been submitted to San Bernardino County for the project. The final $20,739 will be reimbursed after the retention payment to TSR Construction is made after 35 days of the recordation of the Notice of Completion.
RECOMMENDED ACTION:
Staff recommends the City Council:

THE KIWANIS CLUB OF BARSTOW CROSSROADS IS REQUESTING IN-KIND FINANCIAL ASSISTANCE IN THE AMOUNT OF $27,885.25 TO HELP OFFSET EXPENSES ASSOCIATED WITH HOSTING ITS ANNUAL MARDI GRAS PARADE SCHEDULED FOR SATURDAY, OCTOBER 18, 2025.
EXECUTIVE SUMMARY:
Request from the Kiwanis Club of Barstow Crossroads for In-Kind Donation and Street Closure for Annual Mardi Gras Parade.
DISCUSSION:
The Mardi Gras Parade is a long-standing community tradition in Barstow, scheduled this year for Saturday, October 18, 2025. The 2025 theme is “Salute To The Armed Forces.” The event celebrates the City’s cultural and historical heritage while promoting community pride, supporting local businesses, and strengthening civic engagement.
The parade features broad participation from schools, businesses, sports teams, public officials, and military representatives, highlighting the diversity and spirit of the Barstow community. The Kiwanis Club of Barstow Crossroads had considered adding a 5K Run in partnership with Barstow High School; however, due to scheduling conflicts, that component will not move forward this year.
The Kiwanis Club of Barstow Crossroads, the event organizer, has requested City support in the form of in-kind services to help offset event-related costs.
The estimated total cost of services is $27,885.25, which includes:
Public Works: $17,885.25 (street closures, barricades, equipment, and support) Police Department: $10,000.00 (traffic control and public safety services) The City’s contribution would cover essential services to ensure the safe and successful execution of the parade.

APPROVAL OF ELECTED OFFICIALS TO TRAVEL TO THE LEAGUE OF CALIFORNIA CITIES
ANNUAL CONFERENCE IN LONG BEACH, CA AND DESIGNATION OF VOTING DELEGATE FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE TO BE HELD OCTOBER 8-10, 2025
IN LONG BEACH CA
EXECUTIVE SUMMARY:
Approval of Travel for Mayor Silva, Mayor Pro Tem Rose, Council Members Noble and Williams, and City Clerk Andrea Flores to Attend the League of California Cities Annual Conference, October 8–10, 2025, in Long Beach, California, and Designation of Voting Delegate and Alternate(s) for the Conference DISCUSSION:
City Council approval is required for attendance at conferences, seminars, or meetings that involve travel outside San Bernardino County when City funds will be used to cover expenses.
The 2025 League of California Cities (Cal Cities) Annual Conference is scheduled to be held in Long Beach, California, from October 8-10, 2025. Participation in this statewide event will strengthen the City’s capacity to address local challenges, advocate for Barstow’s interests, and remain informed on legislative and regulatory developments impacting municipalities.
The Annual Conference provides a comprehensive program for elected and appointed officials, offering educational sessions on emerging issues, legislative updates, best practices, and municipal resources.
Attendance allows City representatives to engage in policy discussions, receive training, network with other municipal leaders, and gather information to inform local decision-making.
A central component of the conference is the Annual Business Meeting, where League members consider and act on resolutions that establish League policy. Under League bylaws, each city must designate a voting delegate, with the option to appoint up to two alternates, by formal City Council action.
This designation cannot be made by individual members.
To qualify, the delegate and alternates must be registered attendees. At least one must be present at the Annual Business Meeting and hold the City’s voting card to cast a vote. Upon registration, voting delegates and alternates receive special stamps on their conference badges confirming voting authority.
Mayor Silva currently serves as the City’s appointed representative to the League of California Cities, with 11 Packet Pg. 39
