5. PRESENTATION FROM BARSTOW CEMETERY
Recommended Action:

Presentation only.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- Presented the report as filed with the City Clerk's office.

CITY MANAGER ROCHELLE CLAYTON
- She stated that she reached out to the General Manager of the Cemetery, Mrs. Tarpley, to provide this presentation and to clarify that neither the city nor the county is responsible for cemetery operations.
- Mentioned the cemetery is an independent district that relies on property taxes within its district, and sales, but it is self-sustainable.
- She noted that the city would like to assist in any way possible and proposed an evaluation of what the city can do in the future or what options are available to rehabilitate the cemetery.

COUNCIL MEMBER WILLIAMS
- Pointed out that something needs to be done to address the problems at the cemetery. - Asked what the deficit was when the city took over the Fire Department. - Inquired if the cemetery can currently pay for staff and utilities. - Asked the city manager if she had ever worked in a city that owns a cemetery.

CITY MANAGER ROCHELLE CLAYTON
- Mentioned that there was a cost associated with acquiring the district, which amounted to a loan of about $5.8 million, and the city assumed some additional liabilities beyond the loan. - Stated that she had worked in a city that owns a cemetery and noted that it incurred similar issues to those this cemetery is facing.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- Explained that currently, the cemetery can pay for staff and utilities, but it is somewhat Minutes-September 2, 2025

Page 6 of 15 ends

challenging.
- Noted that in July, the cemetery only had one service, and the only solution is to increase prices.
- She also explained the reasons why the headstones are crooked and emphasized the need for this issue to be corrected.

MAYOR PRO TEM ROSE
- Inquired about the information gathering and analysis that the City Manager plans to collect. - Suggested that it would be more appropriate to assign this task to the Assistant City Manager due to his background.
- Questioned why LAFCO is interested in the cemetery and expressed concerns about its current condition.

CITY MANAGER ROCHELLE CLAYTON
- Explained that she would like to reach out to LAFCO to explore any opportunities for collaboration and to find out how the city can assist them. - Expressed an interest in partnering with the District to explore options. - Mentioned her intention to assign this task to a new hire starting in October in the City Manager's Office.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- She stated that, to her knowledge, LAFCO does not have any interest in acquiring the cemetery and that its goal is to make the cemetery self-sufficient. - She explained that the cemetery is not classified as a national cemetery, which is why it cannot be accepted by the Veterans Association. She noted that she had reached out to several organizations but received no positive responses, including the Veterans Association and several tribes. Currently, she is in discussions with San Manuel.

CITY ATTORNEY MATTHEW SUMMERS
- Explained that LAFCO's role is not to take over any operations; LAFCO does not manage anything itself.
- Noted that, by default, the county will take over the cemetery. - Mentioned LAFCO's role, as the Local Agency Formation Commission, is to review and approve changes to the boundaries of public agencies.
- Mentioned that they had spent several years analyzing the cemetery district as part of their oversight responsibilities and made various recommendations. - Noted that if the city were to take over, LAFCO would partner with the city. - Explained that within a week, staff can provide an initial timeline for the process.

COUNCIL MEMBER WILLIAMS
- Expressed gratitude to everyone for their concern and emphasized the desire to see action taken.
- Inquired whether new restrooms had been installed at the cemetery. - Stated that the cemetery requires not only funding but also labor and equipment to facilitate progress.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- Stated handicap restrooms have been installed at the cemetery using ARPA funds. - Thanked the City of Barstow for its support and for overseeing the project. - Mentioned the grass was removed due to a drought, and the cemetery's water bill reached $20,000, which was not a sustainable amount.
- Noted the Mojave Water Agency indicated that the cemetery was still using too much water and needed to further reduce consumption.
- Although several options were explored to maintain the grass, it was determined that nothing was feasible. The decision to remove was more sustainable and manageable in the long run.

Minutes-September 2, 2025

Page 7 of 15 ends

COUNCIL MEMBER HERNANDEZ
- Asked for clarification of a grant they received from the Mojave Air Quality Board.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- Stated they received $19,950 grant for an electric utility vehicle only.

MAYOR PRO TEM ROSE
- Asked who is responsible for replacing broken headstones.

BARSTOW CEMETERY GENERAL MANAGER ASHLEY TARPLEY
- It was explained that the majority of headstones are not broken; rather, it is the cement border around the headstone that often gets damaged during the installation process. - They noted that they are currently going road by road to replace the broken borders. - When it comes to headstones that are actually broken, each case is reviewed individually to determine who is responsible for their replacement.

MAYOR SILVA
- Clarified that if the city funds the cemetery, it will be using taxpayers' money. - Expressed concerns were raised about placing the district under the city's government, with the hope that this change would also bring in additional revenue. - Noted that for this to happen, the council needs to have a plan in place to determine how they will finance it.
- Clarified that if the city takes over, they are not discussing the one-time fee for this year, but the recurring fees associated with the takeover.

MAYOR PRO TEM ROSE
- Inquired that when the city took over the Fire Department, their pension was included in the agreement.

MAYOR SILVA
- Mentioned the council was not educated about their pension, which became a bigger problem.

Page 9 of 15 ends

- Asked who chose the Humane Society provider for Fort Irwin. - Requested information on how much money the city is currently earning from its contracts with Fort Irwin.
- Asked what new projects are being introduced.

COMMUNITY DEVELOPMENT DIRECTOR CHRIS HELDRETH
- Explained that the purpose of an IGSA agreement is to benefit both the military and the city by providing services.
- Clarified that the initial idea was for cities to employ individuals who would go onto the bases to provide services. However, since Fort Irwin is 45 minutes away from Barstow, it is challenging to send city employees there daily. Additionally, these contracts last for ten years, and the military could choose to go in a different direction once the ten years are up, which could leave the city with employees that they no longer need.
- Explained that Fort Irwin has multiple contractors providing services. The city requests a list of preferred contractors from the government, engages with those companies, and they provide proposals. The government then decides which price proposal it would like to accept. These contracts are not subject to certain procurement rules because they use an IGSA. - Clarified that the city's role is to negotiate with contractors and submit their proposals to the government. The government reviews these proposals to ensure they meet its needs and selects a vendor from that pool.
- Reported that the city is currently making approximately $1 million a year from those contracts.

ASSISTANT CITY MANAGER KEN CHAPA
- Explained that there are several large projects underway related to pipeline development. The plan is to partner with Barstow Community College to expand workforce training options. - Mentioned that these projects are linked to a few residential developments, which are currently on hold as they await further information on the next steps, and all of these elements will be interconnected.

MAYOR PRO TEM ROSE
- Emphasized the need for the city to engage with the college to understand how they are working to attract businesses to Barstow, as well as to provide training and certifications, including those for BNSF.
- Recommended that the city reach out to the college to gain insight into their initiatives and to foster a closer partnership with them.
- Mentioned Rite Aid has closed its doors, and we hope to see another pharmacy come into town.

ASSISTANT CITY MANAGER KEN CHAPA
- Stated the city is currently in contact with a broker group representing Rite Aid to discuss potential solutions.

COUNCIL MEMBER WILLIAMS
- Mentioned that he requested this presentation so that the public could see what he is doing.

MAYOR SILVA
- Inquired about the IGSA, asking if there might be a difference between Fort Irwin and MCLB due to their locations and the availability of staff.

COMMUNITY DEVELOPMENT DIRECTOR CHRIS HELDRETH
- Explained that there is significant difference since the MCLB is located within the city limits, only five minutes from City Hall, which allows for a deeper partnership with them.
