APPROVE AMENDMENT NO. 3 FOR AGREEMENT NO.19-1002193 WITH SAN BERNARDINO
COUNTY TRANSPORTATION AUTHORITY (SBCTA) FOR RIMROCK ROAD AND AGARITA AVENUE
REHABILITATION PROJECT
EXECUTIVE SUMMARY:
The Rimrock Road Rehabilitation Project is eligible for funding from Measure I North Desert Subarea Major Local Highway Program (MLHP). On August 19, 2019, the City Council approved Agreement No. 19-1002193 that established a funding of $749,000 for the Rimrock Road Rehabilitation Project. Staff is requesting the City Council approve Amendment No. 3 for Agreement No. 19-1002193 between the City of Barstow and San Bernardino County Transportation Authority (SBCTA) that increases the previously established funding amount of $749,000 to the newly established amount of $3,664,274 for the project and includes an expanded scope of work on Agarita Avenue, from Cypress Drive to its terminus at I-15.
Additionally, the termination end date of the agreement will be extended form December 31, 2025, to June 30, 2027.
DISCUSSION:
Rimrock Road, between Barstow Road and Avenue H, is major east-west transportation corridor and has been identified for street rehabilitation to be completed. SBCTA and the City finalized the original agreement in January 2020, which allocated $749,000 towards the rehabilitation of the southerly side of Rimrock Road which lies within the incorporated city limits. Subsequently, Amendments No. 1 and No. 2 were to extend the project milestone dates to the end of 2023 and 2025, respectively. Amendment No. 3 will increase the scope of work along Rimrock Road, with the potential of construction of Class IV bike lanes on the south side of Rimrock Road, dependent on whether the City is awarded additional Transportation Development Act (TDA) funds, which the City recently applied for. Additionally, the project will include rehabilitation to the easterly side of Agarita Avenue located within the city limits, from Cypress Drive to its terminus at I-15. Amendment No. 3 would increase the reimbursable funds to a total of $3,664,274 and extend the termination end date of the agreement to June 30, 2027.
FISCAL IMPACT:
Approval of Amendment No. 3 to Agreement No. 19-1002193 would provide a total of $3,664,274 of Major Local Highway program (MLHP) funds for the Rimrock Road and Agarita Avenue Rehabilitation Project.
RECOMMENDED ACTION:
Staff recommends that the City Council:
1. Approve Amendment No. 3 to Funding Agreement 19-1002193 for Rimrock Road and Agarita Avenue Rehabilitation Project (Attachment A).
2. Authorize the Mayor to execute Amendment No. 3 to Project Funding Agreement 19-1002193 for Joint Special Council/BFPD
