AWARD OF COMMUNITY PROMOTIONAL FUNDS TO THE BARSTOW CHAMBER OF COMMERCE FOR THE 2025 MAIN STREET USA FESTIVAL AND ADOPTION OF A RESOLUTION XXX-2025 OF

THE CITY COUNCIL OF THE CITY OF BARSTOW TEMPORARILY CLOSING CERTAIN STREETS IN ACCORDANCE WITH CALIFORNIA VEHICLE CODE SECTION 21101(E) FOR THE MAIN STREET

USA FESTIVAL
EXECUTIVE SUMMARY:

The Community Promotional Fund provides funding and resources for community-based organizations, schools and individuals that develop events and programs to meet new and continuing social and economic needs and trends, promote community collaboration, and/or bring recognition to the community.

DISCUSSION:

The Barstow Chamber of Commerce is organizing its annual Main Street USA Festival on October 11, 2025, and is requesting an in-kind donation from the City of Barstow in the amount of $8,842.12 to help cover costs associated with this community event, which is enjoyed by both residents and travelers.

The 2025 Festival will be a family-friendly event open to the public, featuring games, food, entertainment, and engaging activities designed to create a welcoming atmosphere that promotes community engagement, inclusivity, and connections among neighbors.

This year’s event will be expanded in anticipation of the 100th Anniversary of Route 66, with more than 80 vintage vehicles on display from across the southwest. Additional attractions include children’s activities, a food truck court, and numerous vendors.

To support the Festival, the Chamber is requesting that the City Council approve an in-kind fee waiver for the street closure of Main Street between Barstow Road and 1st Avenue, with the total estimated cost of $8,842.12. This amount reflects the cost of employee labor, traffic control devices, and the use of City equipment necessary for the street closure.

The Chamber’s Community Promotional Fund application and a detailed cost breakdown are attached for Council review.

FISCAL IMPACT:

Approval of this request would result in an in-kind contribution valued at $8,842.12 charged to the Measure Q Community Promotional Fund Account No. 102.150.542.07.755.

RECOMMENDED ACTION:

1. That the Council approve in-kind donations in the form of fee waivers totaling $8,842.12 for the closure of Main Street between Barstow Road and 1st Avenue on October 11, 2025 and

2. Adopt Resolution No. XXX-2025, temporarily closing certain streets within the City of Barstow in accordance with California Vehicle Code Section 21101(e) for the Main Street USA Car Show, Joint Special Council/BFPD
