Hello everyone!
My name is Carol Taylor, I'm the parent of A Student in Barstow Unified School District: I came to this open public meeting (on behalf of being able to speak openly) here at the "City Council Meeting" taking place in Barstow Ca. City Hall on g-5-25. #1 How would the City Council Board feel being blindsided with "A School District Lawsuit" in their City? that they stand up for and some live in? because the lack of personals of The School District, 3 schools, multiple on site school aides, and 2 I.E.P. coordinators, 2 Principals, multiple one on one Aides, and class aide... There have been so many mistakes done and mistreating plus neglect Not giving my child what her I.E.P. states and meeting her needs (mandatory) by law and regulations! How to accommodate her needs to be able to get her education like every child deserves! Since 2021 my special needs child in a wheelchair has been treated unfairly, done wrong, insulting her, and allowing children to bully her, No one handled the situation timely or fairly. And insulting me as a parent and of my character! by the district personal (Dr.
Williams) on site of the district multiple times. Me being a parent and citizen here in BARSTOW I want the City Council Team to know what's going on in their city and ask WHY so many push this under the RUG and keep going on with their daily life? I would like to ask how the City Councils feels hearing this situation? I will see the faces of the City Councils reaction! and last, but not least! how could these situation's stop!!!!!! Happening in this town? Because the District! against DISABLED children and their parents.

*| received a text from Chris
Heldreth forwarding an email from
Maribel Hernandez dated 05/20/2025
regarding my container. It was sent
during the council meeting. Code
Enforcement was present but no one
approached me to discuss it.
*I spoke to the council about it and
the issues I was having with them.
How I was being targeted and
harassed.
*Mary Willbond followed me as I
was leaving and asked for my email
and phone number. I gave them to her
and was immediately verbally

informed them of everything that had
transpired, Mary Willbond was
present and again did not attempt to
explain why she had billed me and I

email twice and no reply.

*I received a second text from Chris
Heldreth stating he had gone on
vacation and forgot to tell me but that
code enforcement was told to stand
down.
I want a written answer as to who
authorized the bill on the 28th if code
enforcement was told to stand down. I
want it in a week. Someone
authorized the bill and Chris Heldreth
was on vacation. Perhaps the city
manager can answer why I brought it
up at the last meeting and I am still
being targeted and billed even after
code enforcement was told to stand
down.
This appears to be the way the city
operates. I'm at the meeting tonight to
ask that this be answered by the
council, city manager and Mayor as I
am being screwed by this city.

appointments. I can check my

two in Victorville and one in

they are standing down.
Don't stress, it's not another
500, it's the same one, but I
will have Code tell the
collection company to
pause .. I will have them do it
through email so we have a
copy in writing. Also, I will try
to get a couple dates and
times in the next couple
weeks for that meeting. But
don't stress about it I will
have everything paused until
we meet and figure this out.
