APPROVAL TO EXTEND CONTRACT AGREEMENT WITH KLEINFELDER INC. FOR FIRST AVE
BRIDGE OVER MOJAVE RIVER
EXECUTIVE SUMMARY:
Staff is requesting approval to extend the contract agreement with Kleinfelder Inc., to provide project support for the Plans, Specifications and Estimates (PS&E) phase, project support throughout the Construction (CON) phase, and project closeout of the North First Avenue Bridge over the Mojave River.
DISCUSSION:
City Staff is requesting a contract extension approval for Kleinfelder Inc., for the North First Avenue Bridge Over Mojave River Project. The original contract expired on January 4, 2019. Since then, an amendment was granted extending the original contract to January 4th, 2021. There have been significant delays of the project which have pushed the project end date (PED) past the second amendment date of the approved Kleinfelder contract. To keep the project moving forward, Kleinfelder has continued to provide project support to the City. The Project Approval and Environmental Document (PA/ED) phase, was completed in 2021. The project is currently in the Plans, Specifications and Estimates (PS&E) phase. City Staff is requesting extension of the contract to January 4, 2030, or through the end of project construction, whichever is later, to cover the remainder of the project. Kleinfelder's scope and fees have been attached for review.
FISCAL IMPACT:
The project is federally funded by Highway Bridge Program (HBP) and state funded by Measure I Major Local Highway Projects (MLHP). Project funding will be included in the FY 26 budget adjustment, which will be presented to the City Council.
RECOMMENDED ACTION:
Staff recommends that the City Council approve the third amendment to the contract agreement with Kleinfelder Inc.,(including any sub-consultants retained by Kleinfelder Inc. to complete contracted work) for an additional five-year term, through January 4, 2030, and authorize the City Manager to execute the contract amendment.
