AGENDA MATTER:
PROPOSED FUNDING AGREEMENT WITH SAN BERNARDINO COUNTY FOR BARSTOW
CEMETERY DISTRICT
EXECUTIVE SUMMARY:
The Cemetery District contacted the office of San Bernardino County First District Supervisor Col. Paul Cook to request assistance from the Board's discretionary funding. The Board of Supervisors allocates discretionary funding to support various community initiatives.
The Board of Supervisors (BOS) approved more than $605,000 in discretionary funding to various organizations through the District Specific Priorities Program. A requirement of the BOS is to obtain a 25% match requirement in order to allocate its discretionary funds.
DISCUSSION:
On September 9, 2025, the City Manager met with the BOS to discuss shared interests and initiatives, including the Cemetery District which serves both City and County residents. On September 16, 2025, Christopher Porter, Policy Director for BOS First District, emailed the Mayor and City Manager regarding the funding request by the Cemetery District for curbing, and the BOS discretionary funding process requirements. Mr. Porter indicated that his office would allocate $80,000 if the City would confirm it's intent to manage the project and commitment to fund a 25% match, or $26,667.
Staff is requesting Council approval to allocate $26,667 of Measure Q fund balance to offset the 25% funding match to the County's commitment of $80,000, for a total project budget of $106,667. Additionally, staff is requesting Council approval of staff in-kind services to manager the curbing project with in-house staff.
Attached is the email from Christopher (CJ) Porter, Policy Director of BOS First District, sent September 16, 2025.
FISCAL IMPACT:
If approved as recommended, the fiscal impact is $26,667 to the City's Measure Q General Fund balance and in-kind staff support to manage the curbing project.
RECOMMENDED ACTION:
It is recommended that the Mayor and City Council:
