The event is sponsored and organized by the Barstow Employee Activity Team (BEAT), who is requesting to close East Mountain View Street from Belinda Street to 2nd Avenue and a portion of Belinda Street to East Mountain View Street.

DISCUSSION:

The Barstow Employee Activity Team (BEAT) is organizing a Halloween Trunk-Or-Treat event on October 29, 2025 and is requesting a street closure of East Mountain View Street from Belinda Street (West of CHP Entry) to 2nd Avenue and a portion of Belinda Street (North of Police Entry) to East Mountain View Street. The proposed duration of the closure is from 1:00 p.m. to 7:00 p.m. to allow time for setup and tear down. The event will be open to the public from 3:00 p.m. to 6:00 p.m. or while supplies last.

The BEAT has invited all city departments and other local organizations to participate in the event with their own decorated vehicles or booths. The City Hall front parking lot will be utilized for small to mid-size vehicles/booths, while the closed-off portion of Mountain View Street will feature larger vehicles/equipment and allow adequate space for children and their families to safely walk through and collect the treats.

A Temporary Use Permit Application was submitted to the Community Development Department in accordance with the Barstow Municipal Code. Public Works staff will setup the closure and remove it immediately following the event. The Victor Valley Transit Authority bus schedule will be temporarily redirected to accommodate the event.

FISCAL IMPACT:
