SUBJECT: North First Avenue Over Mojave River and Overflow Bridges Bridge Nos. 54C0089 and 54C0090 - Final Design Scope of Work and Fee Dear Fidel:
Kleinfelder appreciates this opportunity to present our Scope of Work and Fee to the City of Barstow for the next stage of this project; Final Design (Phases II, III, and IV) of the North First Avenue Over Mojave River and Overflow Bridges. These bridges are on the eligible bridge list for the Local Seismic Safety Retrofit Program and are programmed to receive federal funding from the Highway Bridge Program (HBP). Additionally, in 2022 the HBP Advisory committee agreed to add the Overflow to the Mojave River project as a scope change. Since 2022, additional federal funding has been requested to cover all of final design and right-of-way. On September 4, 2025, Caltrans issued the E-76 approving all of the requested funding.
The preliminary engineering supported the environmental document for the replacement of the existing bridges, identified the replacement structures and preferred alignment, to be located off alignment and west of the existing bridges. This new alignment will allow the existing bridges to remain open to traffic during construction. Our final design approach is based on this strategy.
We have assembled an outstanding team of knowledgeable and experienced individuals for the North First Avenue Over Mojave River and Overflow Bridges project. This same team delivered the adjacent North First Avenue Bridge Over the BNSF Railroad and are intimately aware of the intricacies of the site and stakeholder needs. The Kleinfelder team includes:
