COUNCIL AGENDA ITEM
AGENDA MATTER:

ADOPT REVISED CITY COUNCIL POLICY MEMORANDUM #2025-20, CANNABIS COMMUNITY

BENEFIT PROGRAM POLICY TO REMOVE COMMUNITY BENEFIT COMMITTEE EXECUTIVE SUMMARY:

Per City Council’s request on October 7, 2025, this policy amends the requirement for the Community Benefits Committee from the guidelines for how the Cannabis Community Benefit Program funds are expended to fund city projects, city-sponsored community events, and repairs, maintenance, and/or upgrades to equipment or structures.

DISCUSSION:

The Cannabis Community Benefit Program Policy (Attachment A) was adopted by the City Council on May 6, 2025. The Cannabis Community Benefit Program Policy originally proposed the creation of a Community Benefits Committee to assist in identifying and recommending eligible expenditures.

However, in alignment with the City Council's directive from the October 7, 2025 meeting, the Community Benefits Committee is proposed to be removed. Instead the City Manager or their designee will make recommendations to the City Council to identify and recommend eligible expenditures.

This change is consistent with the Development Agreements approved by the City Council for each cannabis business operator, which allows a community benefits program to be implemented in the City’s discretion. The City may also invite public participation in the decision-making process for identifying and prioritizing community needs and benefits and identifying appropriate projects to be funded by the entity implementing this community benefits program.

FISCAL IMPACT:

None. Expenditures related to the Cannabis Community Benefit Program will never exceed the total amount of funds collected in previous fiscal year(s).

RECOMMENDED ACTION:

Consider removal of the Community Benefits Committee from Policy Memorandum #2025-20, Cannabis Community Benefit Program Policy, as requested by the Council.

Attachment 1 - Redline of Policy Memorandum #2025-20, Cannabis Community Benefit Program Policy.

Attachment 2 - Clean Draft Policy Memorandum #2025-20, Cannabis Community Benefit Program Policy.
