AGENDA MATTER:
PLANNING COMMISSION – NOTICE OF UPCOMING VACANCY (ONE SEAT, DECEMBER 31, 2025) EXECUTIVE SUMMARY:
On December 31, 2025, one seat will become vacant as their term concludes: Commissioner Andrew Ziemer.
DISCUSSION:
On December 31, 2025, one seat on the Planning Commission will become vacant as their term expires.
Ordinance No. 1024-2024, introduced during a regular City Council meeting in Barstow on July 15, 2024, and adopted on August 5, 2024, outlines the process for filling these vacancies.
According to the ordinance, staff must notify the Council of the openings, and the Council will instruct the clerk to publicly advertise the vacancies. They will also set deadlines for application submissions and appoint two Council Members to an Ad HOC selection committee tasked with selecting the Commissioners to fill the vacancies.
The City Manager, or their designee, will decide which city staff member will assist the Ad HOC selection committee. Any applicant recommended by this committee for appointment or reappointment will be presented to the city council for confirmation, requiring a majority vote for approval.
Staff will utilize social media, the city’s website, local radio stations, and the Daily Press to promote the seat opening. Staff request that the Council establish the application submission period from October 23, 2025, to November 13, 2025. Schedule interviews for the third week of November, with recommendations to be presented to the Council during the regular meeting on December 2, 2025.
Current Commissioners may continue their service until their successors are appointed and qualified. In accordance with the process outlined in Section 2.24.035.A.2, Commissioners can apply for reappointment once their term concludes, ensuring that all community members have an equal opportunity to participate in the process of filling the vacancies.
FISCAL IMPACT:
None.
RECOMMENDED ACTION:
Staff recommends that the City Council:
1. Direct the City Clerk to publicly announce the opening on the Planning Commission and to approve the application submission timelines specified in the Staff Report;
2. And designate two Council members to participate in an Ad HOC committee, which will have the specific and temporary duty of selecting commissioners to fill the one (1) vacant position.
3. The City Council may provide alternative direction as desired.
