PRESENTATIONS:

4. HOMELESS OUTREACH
Recommended Action:

Presentation only.

CITY MANAGER ROCHELLE CLAYTON
- Presented the report filed with the City Clerk's office.

COUNCIL MEMBER WILLIAMS
- Commended the Police and Fire Departments for their efforts in addressing issues related to homelessness in our community and remarked on the services provided to homeless individuals. - Inquired about the average cost of cleaning a homeless encampment. - Discussed an encampment on Riverside Drive and expressed gratitude to the Public Works Department for their hard work in cleaning it up.
- Mentioned the encampment in the Hawaiian Village area, noting it costs about $20,000 to $30,000 to clean that site.
- Mentioned homeless individuals have been using residents' backyards for water, taking their tools from their sheds or clothes.
- Expressed concerns about providing clothing to the homeless, as it often results in items being spread throughout town, necessitating further cleanup by staff. - Recalled an incident he witnessed while driving to work at 6 a.m., in which individuals were walking in the median asking drivers for money, posing a potential hazard to Barstow residents. - Asked about the annual cost to the Fire Department for responding to homelessness-related incidents.
- Expressed a desire to address homelessness in Barstow while ensuring the safety of local residents.
- Commended local nonprofit organizations for their efforts to meet the needs of the homeless. - Estimated the city's annual cost related to homelessness cleanup to be around $500,000 to $700,000 due to ongoing maintenance needs.
- Stressed the importance of allocating funds for abatements in the city, thanking the staff for their efforts and emphasizing the need to clean up Barstow.

COMMUNITY DEVELOPMENT DIRECTOR CHRIS HELDRETH
- Clarified that the cost of cleaning a homeless encampment varies based on its size, stating that cleanup can take anywhere from a few hours to several days, depending on the amount of equipment needed for larger encampments.

FIRE CHIEF CORY CISNEROS
- Explained that there is no annual accounting for costs associated with homelessness but mentioned a fire incident on Main Street that was presumably started by an unhoused individual, which resulted in approximately $4,400 in taxpayer expenses for fire services. This amount only reflects the Barstow Fire Department’s commitment and does not include contributions from cooperative agencies.

COUNCIL MEMBER NOBLE
- Echoed Council Member Williams concerns.
- Commended the City Manager for her presentation.

Minutes-November 4, 2025

Page 5 of 18 ends

- Requested the contact information for Detective Gomez.

POLICE CHIEF CHRISTOPHER KIRBY
- Mentioned that the best way to contact Detective Gomez is through the dispatch center.

COUNCIL MEMBER WILLIAMS
- Clarified that Detective Gomez can also be reached via the Connect app.

CITY MANAGER ROCHELLE CLAYTON
- Stated that the app will be updated with more information.

COUNCIL MEMBER HERNANDEZ
- Requested that the public be provided with the non-emergency phone number. - Asked why the Department of Aging and Adult Services was not listed as a resource for the community.
- Suggested the need for a counselor from the County Department of Behavioral Health to provide resources to the community.

POLICE CHIEF CHRISTOPHER KIRBY
- Noted that the non-emergency number is 760-256-2211.

CITY MANAGER ROCHELLE CLAYTON
- Acknowledged that there are resources available in the community from the Department of Aging and Adult Services but did not have detailed information. She will research further to provide more outreach.
- Expressed that staff will explore resources from the County Department of Behavioral Health.

POLICE CHIEF CHRISTOPHER KIRBY
- Mentioned that there is a collaboration program between the Police Department and the County Department of Behavioral Health, although the worker is currently on long-term medical leave.

The worker provides these services when available.

MAYOR SILVA
- Discussed the goals of the Homeward Bound Committee to address homelessness issues and other needs within the community.

Motion by COUNCIL MEMBER WILLIAMS, seconded by COUNCIL MEMBER HERNANDEZ, carried 4-0, to suspend the rules to allow Mr. E.T. Snell to speak.

E.T. SNELL, BARSTOW, CALIFORNIA
- Requested that Council Member Hernandez reach out to Mrs. Yoshioka, Director of the San Bernardino County Department of Behavioral Health, who promised to work for the city of Barstow.
- Mentioned that a majority of the homeless population struggles with mental illness and substance abuse issues.
- Expressed concerns regarding Code Enforcement's practice of red-tagging properties, which he believes contributes to the problem by preventing property owners from accessing their own properties.
- Stated his belief that Barstow is becoming a dumping ground for homeless individuals from other counties.

COUNCIL MEMBER WILLIAMS
- Inquired whether any agencies are transporting homeless individuals to our city or if new homeless individuals have been observed in our community. - Noted that the last homeless count event only included those in encampments and did not account for people walking around town.
- Stated that because of this limitation, staff do not have an accurate understanding of the actual homeless population in our community.
- Emphasized the need for the council and staff to find a solution for the homeless in our town for the safety of everyone.

POLICE CHIEF CHRISTOPHER KIRBY
- Clarified that he is not aware of any agencies busing homeless individuals to our community but has noticed changes in the unhoused population over time.
