COUNCIL RESOLUTION
AGENDA MATTER:

ADOPTION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW, CALIFORNIA AMENDING THE FISCAL YEAR 2025/2026 PUBLICLY AVAILABLE PAY SCHEDULE CONFIRMING

POLICE CHIEF SALARY RANGE, ADOPTION OF RECLASSIFICATION OF FIRE INSPECTOR TO

EMERGENCY MEDICAL SERVICES
EXECUTIVE SUMMARY:

Staff is recommending that the City Council adopt a Resolution amending the Fiscal Year 2025/2026 Publicly Available Pay Schedule to confirm the following:
 Police Chief Salary Range: There is no fiscal impact from this action as it confirms the existing, newly appointed Police Chief’s salary range, within which the City Manager has set the Police Chief’s salary. The revised Salary Schedule also contains two administrative edits, adding the applicable unit for each represented position and listing the unrepresented executive management employees on their page.
 Emergency Medical Services Specialist (EMSS): In FY2024/2025 (Q1), Barstow Fire Protection District’s Fire Investigator was reassigned to Barstow Police Department and Code Enforcement. This assignment and position allocation was at the Direction of the Interim City Manager/Public Safety Director to enforce and cite parking infractions. This position provided significant cost recovery opportunities for the Police Department while the Fire District funded this position leaving a vacancy within the Fire District. During this reassignment, the Fire District recognized the need to reclassify this vacated position as an Emergency Medical Services Specialist (EMSS).
 Multimedia Coordinator: This request for a Multimedia Coordinator will significantly enhance the City’s ability to communicate, engage and connect with the community through modern creative and consistent multimedia. This role will oversee visual content across many platforms such as social media, the City’s website, video channels and ensuring a universal messaging and branding of the City.

DISCUSSION:

COUNCIL RESOLUTION
Schedule to reflect the new Police Chief’s salary range. The City’s new Police Chief was hired within Range No. 12380, as a single range, not Tier I or Tier II. The attached Resolution and Publicly Available Pay Schedule Amendment implements this approach, affirming the Police Chief position salary range as Range No. 12380, of $15,253.90 up to $19,468.27 monthly. The City Manager will set the Police Chief’s pay within that range to be within that range per existing applicable law and policies. There is no fiscal impact from adopting this salary schedule amendment.

The revised Salary Schedule also contains two administrative edits, adding the applicable unit for each represented position and listing the unrepresented executive management employees on their page.

California Environmental Quality Act
Adopting the resolution is not subject to the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15378(b)(2 & 5) because CEQA applies only to projects that have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that adopting the amended salary schedule resolution will have a significant effect on the environment because the City is simply amending its employee pay policy; therefore, no further environmental review is necessary.

Attachment 1 is the Resolution, with its Exhibit A, the revised Salary Schedule.

Emergency Medical Services Specialist (EMSS): If adopted, the EMSS Specialist will provide required training, administrative oversight, data collection, mandated-quality assurance, and assess/implement cost recovery opportunities as it pertains to Emergency Medical Care within the Community. This new position will be a benefit to manage/train/maintain mandatory training for all City and Fire District employees regarding Cardiopulmonary Resuscitation Certification, Basic First Aid, and can serve as the City/District’s Designated Infection Control Officer (DICO).

This position will also benefit the Community as a liaison for the following:
 Opioid (Fentanyl) Response Initiative/Task Force
 San Bernardino County Emergency Medical Services Officers Association  Naloxone (Narcan) Distribution Project
 California Department of Public Health
 Inland County Emergency Medical Agency
 Barstow Community Hospital
 City of Barstow Automatic External Defibrillator Program (Public Works)  City of Barstow Homeward Bound Committee
 City of Barstow Police Department-Training (CPR/Emergency Medical Dispatch/Narcan) Joint Special Council/BFPD
