AWARD OF CONSTRUCTION MANAGEMENT CONTRACT FOR TRAFFIC SIGNAL IMPROVEMENTS
ON MAIN STREET AND BARSTOW ROAD PROJECT
EXECUTIVE SUMMARY:
On February 20, 2025, the City of Barstow received three qualified proposals for the Construction Management services for the Traffic Signal Improvements on Main Street and Barstow Road Project. The proposals were reviewed and scored by a committee of five reviewers. The proposals were reviewed for completeness, and a recommendation to award the contract to Transtech, Inc. is presented to the City Council for consideration.
DISCUSSION:
The City of Barstow was awarded a Highway Safety Improvement Program (HSIP) grant for traffic safety improvements at eleven (11) traffic signals on Main Street and two (2) traffic signals on Barstow Road.
The project includes traffic safety improvements by replacing the traffic signal heads with light-emitting diode (LED) signal indications and yellow reflective back plates, replacing the pedestrian signal heads with countdown heads, installing video detection units, replacing/upgrading the traffic signal controller units, and updating the traffic signal timing to provide for improved traffic flow on Main Street.
Because the project is funded with state and federal HSIP funds, special outside services to assist the City in the construction management, inspection services, and certified payroll review is needed.
Three qualified proposals were received:
1. Transtech, Inc.
2. Southstrar, Inc.
3. Safework, Inc.
The Transtech proposal scored the highest for selection. The City has negotiated their scope and fee for the work needed for their construction management services for the project. The Transtech, Inc. fee is $128,580.00. This fee is within the overall budget for the project.
FISCAL IMPACT:
The budget for construction management services for the Traffic Signal Improvements on Main Street and Barstow Road Project in the amount of $128,580 has been budgeted as part of the award for the construction of the project. This staff report is for the award of the contract for construction management services.

Staff recommends that the City Council:
1. Approve and award the construction management contract for the Traffic Signal Improvements to Main Street and Barstow Road Project to Transtech, Inc. in the amount of $128,580.
2. Grant the City Manager, or her designee, the authority to sign the construction management services agreement and any related documents.
