AGENDA MATTER:

AWARD OF CONTRACT FOR THE TRAFFIC SIGNAL IMPROVEMENTS ON MAIN STREET AND

BARSTOW ROAD PROJECT
EXECUTIVE SUMMARY:

On July 2, 2025, the City of Barstow received four qualified bids for the Traffic Signal Improvements on Main Street and Barstow Road Project. The low bidder was Crosstown Electrical Data, Inc.

DISCUSSION:

The City of Barstow was awarded a Highway Safety Improvement Program (HSIP) grant for traffic safety improvements at eleven (11) traffic signals on Main Street and two (2) traffic signals on Barstow Road.

The project includes traffic safety improvements by replacing the traffic signal heads with light emitting diode (LED) signal indications and the installation of yellow reflective back plates. The pedestrian signal heads will be replaced with countdown heads, video detection units will be installed, the traffic signal controller units will be replaced/upgraded, and the traffic signal timing will be updated to provide for improved traffic flow on Main Street. This work was included in the improvement plans and were compiled in the contract plans, specifications, and contract documents for perspective bidders.

Because the project is funded with state and federal funds, the project is subject to the provisions of Labor Code 1720; thereby, the contractor is required to pay prevailing wage rates for all of the work performed under the contract. Accordingly, the proposed project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR).

The Engineer’s Estimate for the project is $1,035,100.00.

Four qualified bids were received:

1. Crosstown Electrical& Data, Inc. $1,086,980.00

2. California Professional Engineering, Inc. $1,218,618.00

3. PMT General Engineering Services, Inc. $1,269,069.00

4. DBX, Inc. $1,599,455.00
The bids have been reviewed for completeness and a recommendation to award the contract to Crosstown Electrical & Data, Inc. is presented to the City Council for consideration.

FISCAL IMPACT:

The budget for this project includes; construction costs for the project, the design and administrative program management costs by David Evans and Associates, Inc., the construction management through the approval of a contract with Transtech, Inc, along with contingencies for any unforeseen issues that may be evident once work is underway.
