A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BARSTOW, CALIFORNIA AMENDING THE FISCAL YEAR 2025/2026 PUBLICLY
AVAILABLE PAY SCHEDULE CONFIRMING THE POLICE CHIEF
SALARY RANGE, RECLASSIFYING THE SALARY RANGE FOR THE
FIRE INSPECTOR TO AN EMERGENCY MEDICAL SERVICES
SPECIALIST & ADOPTING A SALARY RANGE FOR A NEW
CLASSIFICATION OF MULTIMEDIA COORDINATOR
WHEREAS, all employers who contract with the California Public Employees’ Retirement System (CalPERS) must comply with the publicly available pay schedule provisions contained within California Code of Regulations title 2, section 570.5; and WHEREAS, it is necessary for the City Council to review and duly approve and adopt, in accordance with requirements of applicable public meetings laws, a publicly available pay schedule; and
WHEREAS, attached to this resolution and incorporated by reference is the City of Barstow’s publicly available pay schedule which will be made publicly available on the City’s website and made available upon request; and
WHEREAS, this resolution adopts the amended publicly available salary schedule effective as of July 1, 2025 with one modification revising the Police Chief’s salary to be a single range, at the prior higher range of Range 12380, with a salary of $15,253.90 up to $19,468.27 monthly, as set by the City Manager within that range per existing applicable law and policies; and
WHEREAS, the revised Salary Schedule also contains two administrative edits, adding the applicable unit for each represented position and listing the unrepresented executive management employees on their page; and
WHEREAS, the revised Salary Schedule reclassifies the Fire Inspector position into an Emergency Medical Services Specialist position, at the same salary range, Range 11420 for Tier I and Range 11360 for Tier II; and
WHEREAS, the revised Salary Schedule also adds a salary range for a new Multimedia Coordinator position, at Range 11570 for Tier I and Range 11510 for Tier II; and WHEREAS, the adoption of this Resolution amending the City’s salary schedule is exempt from review under the California Environmental Quality Act as administrative and financial actions that have no possibility of causing an environmental impact under CEQA Guidelines section 15278, subdivisions (b)(2 & 5).

NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Barstow hereby:
1. Approves and confirms the amendment to the Fiscal Year 2025/2026 publicly available salary schedule (Exhibit A), in compliance with California Public Employees’ Retirement System (CalPERS) statutory and regulatory requirements for publicly available pay schedules. The City Manager is directed to implement and make this publicly available pay schedule available on the City’s website.
2. The City Clerk shall certify to the adoption of this Resolution.
