COUNCIL AGENDA ITEM
AGENDA MATTER:
APPROVAL OF THE FIRST AMENDMENT TO THE LEASE AGREEMENT BETWEEN THE CITY OF BARSTOW AND AIR METHODS CORPORATION FOR AN OFFICE AND HELIPAD AT 301 PIONEER STREET
EXECUTIVE SUMMARY:
Staff recommends that the City Council approve a five year extension of the lease for 301 Pioneer Street to Air Methods Corporation. All other obligations under the Lease Agreement remain in effect during this period, including rent, insurance, and indemnity obligations.
DISCUSSION:
The City of Barstow entered into a Lease Agreement with Air Methods Corporation on November 2, 2020 for the lease of City-owned property at 301 Pioneer Street, Assessor’s Parcel Number 0181-181-75. Air Methods has a long-standing relationship with the community of Barstow, the Community Hospital, and the Barstow Fire Protection District in providing air medical services that spans over 25 years. Air Methods is a leading air medical provider, delivering lifesaving care to more than 70,000 people every year, with nearly 45 years of medical experience. The team includes pilots, clinicians, mechanics, air communications specialist, support teams, as well as constant coordination with hospital emergency centers. The leased site is approximately 73,180 square feet of land at west end of cul-de-sac at the west end of Pioneer. It hosts a helipad, modular office complex and crew quarters, and a modular office building for use by the aircraft mechanic. Parking is on the property.
The lease term was for five years, expiring November 2, 2025. The lease has two extension terms, each another five years, if approved by the City and Air Methods. Air Methods applied to the City to extend the lease, as originally contemplated, for the first extension term of five years. Staff recommends the City Council approve a retroactive lease term extension, for five years, starting November 2, 2025, and expiring November 1, 2030.
Attachment 1: First Amendment to Lease Agreement (City of Barstow & Air Methods) Attachment 2: Lease Agreement (City of Barstow & Air Methods) FISCAL IMPACT:
The rent terms remain the same, with rent currently being $3,278.18 per month, calculated as the original rent amount of $3,000 per month, plus 3% per year increased every year in January 1, starting January 1, 2022. The proposed lease extension maintains the existing three percent annual lease inflator. The City collects a current annual rent of $39.338.16. This amount will rise each year over the next five years.
RECOMMENDED ACTION:
Staff recommends that the City Council approve the First Amendment to the Lease Agreement with Air Methods as presented.

AGENDA ITEM
AGENDA MATTER:
CONSIDER APPROVAL OF AN AMENDMENT TO THE SOFTWARE CONSULTING SERVICES
AGREEMENT FOR AN INCREASE TO PROVIDE SYSTEM CONVERSION SUPPORT SERVICES ON
THE CITY'S ENTERPRISE RESOURCE PLANNING (ERP) SYSTEM
EXECUTIVE SUMMARY:
The City has an existing contract with Integrated Technology Services (ITP) for project management support on the enterprise system implementation (Tyler/Munis). As the project has expanded to include Community Development project management support and the extension of the module scheduling for Finance, additional support is needed to complete these implementations. Staff recommends increasing the contract for ITP amount to a not-to-exceed $125,000 to ensure continuity of services and a seamless system rollout.
DISCUSSION:
The City is in the process of transitioning from the Tyler Eden system to a full Tyler Munis Enterprise Resource Planning (ERP) platform. This project entails implementation for Finance, Human Resources, Procurement and Community Development Department and IT.
The City has an existing agreement with Integrated Technology Services in support of the City's enterprise system implementation, with an authorized spending limit of $65k from the City Manager. As the project has progressed, the scope of work has expanded to ensure that the system is implemented efficiently, departments are properly trained, and internal processes are aligned for long-term sustainability.
Initially the consultant's work focused on the core system rollouts. However, with the vacant IT Manager and the identified additional needs for support for Finance, Community Development and Human Resources to assist in process mapping, workflow configuration, documentation and training. This expanded support is critical to ensuring consistent implementation across departments and avoiding future operational inefficiencies.
In addition, the Finance module implementation has been strategically scheduled toward the end of the FY25/26 to support a clean year-end close and seamless transition into the new system. This will require the Project Manager to provide support longer than first anticipated.
The Project Manager provides services on an as-needed basis, allowing the City to manage costs carefully while ensuring the necessary expertise is available at key phases of system migration and department onboarding process.

AGENDA ITEM
Given the expanded departmental support needs and extended project timeline, staff anticipates that project service costs may exceed the current limit. To avoid delays in implementation and to ensure full support across all affected departments, staff is requesting authorization to increase the total contract spending originally authorized by the CM to an approval by Council for an increase to the amount not to exceed $125,000. This approval will allow the City to continue receiving essential project management to ensures continuity of project support, reduces risk association with system transition, and allows for a smoother more efficient rollouts with well-trained staff and clearly documented workflow.
FISCAL IMPACT:
For FY 25/26 and 26/27 a total of $125,000.from Acct.
RECOMMENDED ACTION:
Staff recommends the City Council approve an amendment to the existing contract budget, increasing the not-to-exceed amount from 65K to $125,000 and authorize the City Manager to execute an amended contract.

AGENDA MATTER:
ADOPTION OF RESOLUTIONS OF THE CITY COUNCIL OF THE CITY OF BARSTOW RENEWING
THE MANDATES OF THE RULES AND POLICY COMMITTEE
EXECUTIVE SUMMARY:
The City Council is being asked to consider the adoption of Resolution No. XXXX-2025 renewing the Rules and Policy Committee. The Rules and Policy Committee was originally established by Council on January 16, 2007, through Resolution No. 4331-2007, and later sunset on December 31, 2008.
In 2022, the Council discussed reinstating the committee to allow the newly seated Council to provide policy direction; however, the policy was never finalized or brought back for approval. The Rules and Policy Committee reviewed the updated policy on October 28, 2025, and made several modifications to the version previously considered in 2023.
The proposed resolution renews the committee and updates its structure to include two Council Members, with staff support as assigned by the City Manager. The committee will meet quarterly or as needed. The sunset clause has been removed, allowing the Council to revisit or dissolve the committee at its discretion.
DISCUSSION:
On January 16, 2007, the City Council adopted Resolution No. 4331-2007 establishing the Rules and Policy Committee, with a sunset date of December 31, 2008.
At the October 17, 2022, meeting, the Council discussed reinstating the previously sunset committee and unanimously approved continuing committee meetings at staff’s discretion to allow the newly seated Council to provide direction following the election. During that meeting, the Council tabled the item and recommended that the proposed policy revisions be referred back to the Rules and Policy Committee for review.
At its July 25, 2023, meeting, the Rules and Policy Committee agreed to meet with the City Manager to discuss the recommended changes to the purpose of the committee and to bring the policy back to the Committee for final review prior to forwarding it to the Council for approval.
Staff recently discovered that the policy was never finalized or brought back to the Committee or Council for adoption.
On October 28, 2025, the Rules and Policy Committee reviewed the updated Rules and Policy Committee Policy and made some modifications to the version originally proposed in 2023.
The Council is being asked to adopt Resolution No. XXXX-2025 renewing the Policy Committee.
In addition to renewing the committee, the following amendments are proposed:
