RESOLUTION NO. XXXX-2025
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BARSTOW, CALIFORNIA, RENEWING THE
RULES AND POLICY COMMITTEE
THE CITY COUNCIL OF THE CITY OF BARSTOW HEREBY FINDS, RESOLVES, AND ORDERS AS FOLLOWS:
Section 1. The City Council of the City of Barstow, in order to facilitate the conduct of City business, established the Rules and Policy Committee on January 16, 2007 through its adoption of Resolution No. 4331-2007; and delegated to the committee certain responsibilities to review issues within its assigned subject area and to make recommendations to the full City Council concerning the resolution of such issues.
Section 2. Under Resolution No. 4331-2007, the Rules and Policy Committee was to sunset on December 31, 2008, but City Council actions have extended the operational continuity of the Rules and Policy Committee beyond its originally scheduled sunset date.
The City Council of the City of Barstow hereby wishes to formally renew the Rules and Policy Ad Committee, which shall consist of two members selected by the City Council from among its sitting members to advise the City Council with regard to certain matters.
Technical support is also provided to the Rules and Policy Committee by staff members assigned by the City Manager. The duties and objectives of the Rules and Policy Committee are:
A. To establish and recommend ordinance language, code revisions, and city policy to the City Council, as referred to the Rules and Policy Committee by the City Council or the City Manager.
Section 3. Committee Duration. The Rules and Policy Committee shall remain in existence in perpetuity unless discontinued by action of the City Council.
Section 4. Rules and Policy Committee Meetings. The Rules and Policy Committee shall convene its next meeting following the adoption of this resolution on January 27, 2026. Thereafter, the Rules and Policy Committee shall convene on a quarterly basis, meeting on the last Tuesday of the month (January, April, July, and October), or at such other times as deemed necessary by the City Council or City Manager.
Section 5. Records of the Proceedings of the Rules and Policy Committee.
The Rules and Policy Committee may, at its discretion, maintain a record of Committee proceedings through the preparation of minutes. Should the Committee elect to do this, such minutes shall be maintained by the City for a minimum of 1 year following the date of Council action, or for such duration as specified in any City records retention policy.
Section 6. Nature of Committee. The Rules and Policy Committee is advisory in nature. That is, the Committee shall nove authority to act on behalf of the full City Council 423055.2
on those matters requiring City Council action. Rather, the Committee may present its recommendations on those issues requiring City Council action to the full City Council for consideration, debate, and action at a regular or special meeting of the City Council. Since the Rules and Policy Committee is a standing committee, it shall be subject to the Brown Act under Government Code Section 54950, et seq.
